Over 225 moviegoers found their way to the big screen. Next up is DC League of Super-Pets on July 1 at Community Park. 43 people attended the Kumeyaay-Ipai Interpretive Center Open House on June 17, where they learned about the ancient people who inhabited this Pauwai community. Docents were on hand to lead tours of the grounds and educate about the many artifacts found onsite and in the visitor center. The next Open House will take place on July 15. CSD Bi-Weekly Report June 28, 2023 Page 2 Calling All Junior Nature Rangers! 11 youth participated in the June 17 Junior Nature Ranger program where they learned about the native plants and wildlife of Blue Sky Reserve. At the end of the program, all received a certificate. The next one will take place on July 15. On June 21, a group of 10 hikers trekked through Blue Sky to observe the official arrival of Summer from Lake Ramona. This was the last docent-led hike before the summer heat. Blue Sky docent hikes will resume in the fall when the weather cools down. The annual, pre-summer lifeguard training took place June 10 at the Swim Center. Staff reviewed policies, expectations, and practiced their lifesaving and rescue skills in preparation for the busy summer season. Summer swim lessons kicked off in the cloudy conditions on June 12. The pool is now abuzz with lessons, as well as camps! On June 17, Lake Poway hosted the first of three Summer Family Camp Outs for over 75 families. Ranger-led night hikes, smores, and a magic show were a few of the activities enjoyed by all. The event generated $4,200 in registration revenue. The July 1 campout is already sold out! The Summer Concert Series is off to a great start! The Blue Breeze Band kicked off the series on June 25 at Lake Poway with classic hits. Born in Brooklyn and Taco Picasso were on sight serving up delicious food to the concert goers. In addition, the Lake Poway parking lot just about filled right before the music started. Parking generated over $4,300 in revenue. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: June 28, 2023 SUBJECT: Director’s Notes PLANNING New Single-Family Residence on 14650 Valleyview Road A Minor Development Review Application was submitted to construct a 3,176 square-foot single- family residence with an attached 941 square-foot garage and a detached 1,200-square-foot ADU. The project site is a vacant 4.85-acre property located at 14650 Valleyview Road in the Rural Residential A (RR-A) zone. New Single-Family Residence on Espola Road A Minor Development Review Application was submitted to construct a 4,246 square-foot single- family residence with an attached 879 square-foot garage on a vacant 0.5-acre property located on Espola Road in the Rural Residential C (RR-C) zone. CAPITAL IMPROVEMENTS Water Treatment Plant Security Project The construction team met for a kick-off meeting last Thursday. The contractor will now place orders for the servers, switches and cameras. The suppliers will then be able to tell us how long the lead time is for the equipment and that will inform the contractor as to when he will start construction. Community Park CDBG Project The bids came in at double the engineer’s estimate and nearly double the budget. Staff is evaluating how to proceed. Annual Trash Capture Project The contractor completed device installation in existing drainage structures throughout the Poway Business Park area. Multiple locations were not compliant with specifications when devices were installed and have been corrected by the contractor. Final inspections are to occur this week. FY2021-22 Annual CMP Repair/Replace The contractor is working on punch list items to close out the project. 2022-2023 Street Overlay Project Corte Rayito, Casa Avenida, and La Manda streets have been resurfaced with new asphalt concrete. The remaining residential streets identified for asphalt overlay will be prepared and paved on July 1st. There have been a few localized issues with groundwater surfacing under sidewalks and pavement which can cause minor delays while mitigation efforts are considered. Director’s Notes June 28, 2023 Page 2 2023-2024 Street Maintenance Project The award for this project has been approved by the City Council and will proceed to execution with the contractor. Once the contract has been signed and cleared by Risk Management, the contractor can proceed with the slurry coat in Zone 6. Close coordination with the last of Public Works repairs will be necessary to maintain production and avoid conflicting road closures. 2023-2024 Street Striping Project The award for this project has been approved by the City Council and will proceed to execution with the contractor. This activity is performed in overnight shifts and will be closely coordinated with the Street Maintenance Project to stripe freshly slurried streets as soon as practicable. Fire Station 1 Interior Stairwell Project The contractor completed the texture and painting in the stairwell and the second-floor storage room. The ceiling has been installed and will be completed after the fire pole is relocated to the stairwell. The wall cap and handrail are due back from the milling contractor and should be installed this week. Director’s Notes June 28, 2023 Page 3 Lake Poway Upper Playground Project The contractor mobilized last week. This includes the set-up of fencing, an office trailer and stormwater Best Management Practices (BMP’s). Survey staking will be completed this week in anticipation of demolition scheduled to start the first week of July. LAND DEVELOPMENT McKee Orchard Precise Grading City staff received the second submittal of the precise grading plans for the 20-lot subdivision proposed at the terminus of Holly Oak Way. Brown Residence City staff received the first submittal of the grading plans and reports associated with the proposed single-family residence on Valleyview Road. Birch Properties City staff received the third submittal for the proposed lot merger of two properties on Carlson Court. The Farm City staff received the second submittal of the proposed construction change for the revised 54-inch storm drain and trail at the southeast corner of the development. Ted Williams Parkway at Pomerado Road Signal Modifications The applicant has provided the required public improvement securities and signed standard agreement for the proposed traffic signal modifications located at the intersection of Ted Williams Parkway and Pomerado Road. The traffic signal modifications are required as a part of a proposed development project west of the City of Poway jurisdiction. Clough Residence City staff provided comments on the fourth submittal of the grading plans and reports associated with the proposed single-family residence on Misty Meadow Road. Navidi Workshop City staff approved the grading plans associated with a proposed garage/workshop for an existing residence on Twin Peaks Road. Staff has requested mylar plans and payment of securities and fees. NATIONAL FLOOD INSURANCE PROGRAM FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. Director’s Notes June 28, 2023 Page 4 To qualify for the NFIP, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national program developed by FEMA. Under the CRS program, communities can be rewarded for doing more than simply regulating construction of new buildings to the minimum national standards. The City participates in the CRS program for several reasons, one of which is the discounted flood insurance premiums it provides for the City’s residents and businesses. In order to participate in the CRS program, City staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. City staff is currently working on this recertification package to submit to FEMA by August 1st. STORMWATER Los Penasquitos & San Dieguito Water Quality Improvement Plan (WQIP) Annual Reports City staff has received the review comment letters from the Regional Water Quality Control Board for the Los Penasquitos and San Dieguito WQIP Annual Reports submitted in January of 2023 with the other Copermittees in the watershed. Staff is in the process of reviewing the letters, along with the other Copermittees and preparing responses to the questions, comments, and requests for information from the Board. San Dieguito Watershed As a part of the revised Water Quality Improvement Plan (WQIP) prepared in 2020, Poway committed to additional education and outreach to its residents in the San Dieguito Watershed regarding fertilizer and irrigation practices to address nutrients and bacteria pollutants. This outreach is targeted to homeowner associations and residents with septic systems within the watershed. Poway also committed to increased inspections of Residential Management Areas (RMA) within the watershed with a focus on over-irrigation practices, proper fertilizer application and general best management practices. City staff mailed out the educational materials to the targeted sites for this year and has completed the RMA inspections. INSPECTION The Farm Stoneridge Country Club Lane (G21-0001, STI21- 001) - The contractor has requested occupancy for the Cottages lots 1-12 and 25 & 26 with a few issues being noted. Items found during the punch list inspection are complete and have been inspected. Occupancy was approved on Monday, June 26th, for lots 5-12. Occupancy is expected to be approved for lots 1-4 and 25 & 26 on Friday, June 30th. Director’s Notes June 28, 2023 Page 5 Last week occupancy was granted for Homestead lot 129, on Abbey Road. Occupancy for Homestead lots 138–144 along Saint Andrews Drive was requested and there were only minor issues associated with these lots. These issues were addressed, and occupancy is expected to be approved on Friday, June 30th. Only one lot (lot 142) is not sold, and occupancy was not requested on this lot. Kirovski Residence Tooth Rock Road (G22-0012) - The grading has been completed. The slope was inspected to ensure compaction and the berm at top of the slope was installed. Rock on the existing trail easement was removed and pad and soil certifications are anticipated to be forthcoming. Director’s Notes June 28, 2023 Page 6 Sklar Residence Millards Ranch Lane (MDRA21-016) - The pre-construction meeting for the construction of a single- family residence has been held. The contractor began construction by over-excavating the previously placed pad. The contractor removed the top 18-inches of soil followed by replacement of soil and compaction. A geotechnical engineer was on-site to observe. McKee Orchard Holly Oak Way (G22-0006) - Last week, the contractor completed the installation of the 8-inch sewer main and laterals. Completion took place this week of the tie-in of the sewer main to an existing sewer manhole. The contractor also began work on the waterline by staking the proposed water main and water services. Fairfield Poway Road (G21-0007, STI21-002) Asphalt was placed on the remainder of the project last week. Subgrade was compacted, tested and base material was placed. Prior to asphalt placement, the base material was checked for compaction and line and grade. Construction of all five buildings is ongoing.
