A wonderful group of patriotic folks celebrated Independence Day at the Old-
Fashioned Fourth of July at Old Poway Park. 2,400 train tickets and 621 hotdogs
were sold, and over 600 children enjoyed creating patriotic crafts. Families also
played old-fashioned family games and enjoyed patriotic performances in the new
event layout. Across the street at Veterans Park, they celebrated freedom,
recognized Veterans, unveiled 22 newly installed tiles, and fired off the cannon.
Pop Vinyl gave a masterful performance at their July 9 concert at Lake Poway. As
part of our Summer Concert Series, this band is always a crowd-pleaser with over
3,700 people in attendance. The parking lot filled by 3:30pm and generated over
$3,610 in parking revenue.
The City of Poway hosted two spectacular fireworks shows on July 4th. In addition to
the fireworks, a family-friendly event was held at the Poway High School stadium. The
community was able to celebrate with a DJ, games, face painting, and more. We sold
over 2,400 admission tickets for a crowd of about 6,000 (children are free with a paid
adult).

PLANNING
Addition to Single-Family Residence on Riparian Road
A Minor Development Review Application was submitted to construct a 1,633 square-foot addition
to an existing single-family residence. The project site is located at 15855 Riparian Road in the Rural
Residential C (RR-C) zone.
New Single-Family Residence on Pebble Canyon Drive
A Minor Development Review Application was submitted to construct a 5,139 square-foot single-
family residence with an attached 787 square-foot garage. The project site is located on a vacant
0.51-acre parcel located on Pebble Canyon Drive in the Residential Single Family 2 (RS-2) zone.
CODE COMPLIANCE
Vegetation Management
Code compliance is actively working with contractors on vegetation management encompassing
both Defensible Space and Weed Abatement programs. City properties are being addressed first,
and the estimated completion time is late August.

12302 Buckskin Trail
The vacant property located at 12302 Buckskin Trail was recently sold. This property was involved
in an arson fire several years ago and Code Compliance has received several complaints regarding
the condition of the property and vacant damaged house. The new owners will be processing
demolition permits and building permits to erect a new structure.
CAPITAL IMPROVEMENTS
Lake Poway Upper Playground Project
The contractor mobilized last week, and selective demolition has started. The Public Works Parks
Division has gone through the project site and selected some existing play structure pieces that
would be beneficial for them on other playgrounds. The new play equipment is on schedule for
delivery at the end of September.
Water Treatment Plant Security Project
The construction team met for a kick-off meeting. The contractor will now place orders for the
servers, switches and cameras. The suppliers will then be able to tell us how long the lead time is
for the equipment and that will inform the contractor as to when he will start construction.
Annual Trash Capture Project
The contractor completed device installation in existing drainage structures throughout the Poway
Business Park area. Final inspections have been completed and the project will proceed to
acceptance by City Council subsequent to final billing.
FY2021-22 Annual CMP Repair/Replace
The contractor is working on punch list items to close out the project. Several requests have come
in for failed CMP sections of pipe throughout the City due to the past winter storms. Emergency
repairs have occurred at Calvary Road, Powers Road and Holland Place. City staff is in the process
of getting estimates for emergency repairs at Holland Road, Indian Trail Road and Country Squire
Drive. Staff is also researching ownership of these sections of pipe and/or whether the City has
access rights to these sites for repairs.

Fire Station 1 Interior Stairwell Project
The project is moving quickly towards completion. The oak handrails and baluster cap have been
installed and finished. The fire pole has been relocated to a new permanent location. The contractor
was ready to start the installation of the flooring up the stairs and discovered that the flooring for the
treads and risers didn’t match the landing flooring. He is working to change one or the other to
match so he can finish the installation.
2022-2023 Street Overlay Project
All asphalt repairs and pavement have been completed. Monte Vista Road and Gateway Park Road
have been resurfaced with 1-1/2-inch overlay of asphalt. Construction operations as shown below,
were completed on Saturday, July 1st, with minimal impact to the care facilities in operation on those
streets.

2022-2023 Street Overlay Project (Continued):
The contractor will proceed to final billing and the closeout process will proceed to project acceptance
by City Council.
2023-2024 Street Maintenance Project
Once the contract has been cleared by Risk Management, the contractor can proceed with the slurry
coat in Zone 6. Close coordination with the last of Public Works repairs will be necessary to maintain
production and avoid conflicting road closures. Tentatively, the project is scheduled to begin July
24th, and be completed in 3-5 weeks.
LAND DEVELOPMENT
Cochrum Residence
City staff has approved the fourth submittal of the grading plans for a proposed single-family
residence on Umbria Way. Staff has requested mylar plans and payment of securities and fees.
Madhani Residence
City staff received the first submittal of the grading plan package for a single-family residence on
Espola Road.
Hamidy Residence
City staff received the first submittal of the biological conservation and open space easements
associated with the proposed single-family residence on Iron Mountain Drive.
LaFata Residence
City staff received the first submittal of the biological conservation easement at an existing residence
on Orchard View Drive.
Champ Investcorp of San Diego Properties
City staff received the first submittal for a boundary adjustment application revising the boundary
between two parcels on Rimbach Road.
Birch Properties
City staff approved the third submittal for the proposed lot merger of two properties on Carlson Court.

INSPECTION
Zeitoune Residence
Stagecoach Road (G22-0004) - The owner waited
until after the gnat catcher season to begin work. The
contractor began by stripping the existing pad of
vegetation and completed the removal of debris.
Over-excavation of the pad has begun, and the top
three feet of soil was removed and replaced for a
majority of the building footprint. The geotechnical
engineer approved the over-excavation of the bottom
of the pad. The remaining portion of the building
footprint is expected to be over-excavated this week.
The Farm
Stoneridge Country Club Lane (G21-0001, STI21-001)
G21-0001) - Occupancy was requested for lots 9-12,
25-34 and 39-42. The lots were found to be
acceptable for engineering approval. Additional
requests for occupancy are scheduled for this week.
Sewer manholes in various locations have been lined.
A 54-inch reinforced concrete pipe storm drain has
been placed along the southeast corner of the site. An
18-inch high-density polyethylene storm drain has
been placed along the agricultural field between the
homes on Saint Andrews Drive and the Chateaus.

McKee Orchard
Holly Oak Way (G22-0006) - The contractor
continued to excavate the proposed waterline trench
and began installing an eight-inch water main last
week. Once the contractor acquires and installs a
stop gasket, completion will take place of the tie-in of
the sewer main to the existing sewer manhole on
Holly Oak Way.
Lyon Estates
Larchmont Street (G21-0013) (STI21-003) - The
contractor continues removal of soil on lot-7. On lot-
8, the keyway excavation and placement of the four-
inch perforated back drain for the fill slope has been
completed. A rock-breaking machine is being utilized
and removal of rock continues. On private street B,
the contractor continues to place fill to achieve
subgrade elevation.
Joanne & Barry Remodel & Addition
Jenell Street (MDRA22-0029) - The pre-construction meeting for the remodel and addition to the
single-family residence is scheduled for this week.
Navidi ADU
Indian Trail Road (SW22-0132) - All work is complete. The final inspection has been performed and
the occupancy request has been signed and the file has been delivered to the project manager to
close out.
Kinsella Addition and Remodel
Saddlebrook Lane (SW23-0005) - The pre-construction meeting for the addition and remodel of the
single-family residence is scheduled for this week.
SCHEDULED ROAD/LANE CLOSURES
Possible lane closure on Poway Road in between Carriage Road and Civic Center Drive for work
related to the Fairfield project.
Possible lane closure for underground utilities and haul trucks entering and exiting on Espola

• FY 2022-23 year-end processes are underway.
Customer Services
• The Centers for Medicare and Medicaid Services (CMS) is requiring that all providers of ground
ambulance services collect and report expenditures, revenues, utilization, and other departmental
statistics. Following the passage of the Bipartisan Budget Act of 2018, all ambulance services that
bill Medicare will be required to report certain cost related data to CMS. The collected information
will be provided to the Medicare Payment Advisory Commission (MedPAC), which is required to
submit a report to Congress on the adequacy of Medicare payment rates for ground ambulance
services and geographic variations in the cost of furnishing such services. Agencies that fail to
sufficiently report data will be subject to a 10% reduction in payments under for a calendar year.
Staff are completing the Medicare Cost Survey utilizing data from FY23 with assistance from NBS
Consulting by the deadline of November 30, 2023.

• Tyler Applications Server Upgrade – On the closed Friday, July 21st, we will be working with Tyler
support staff to upgrade our database server. During that time, there will be no access to Tyler
applications which includes: MUNIS, Employee Self Service, EnerGOV, EnerGov Web, Cashiering, and
Content Manager. Staff will be informed that week and notices will be placed on the city website.

The top three topics included 327 hours of Company
Training, 35 hours of Facility Training, and 34 hours of
Officer Training.
SAFETY
1 A new Fire Chaplain has officially started with the Poway Fire Department. He started his first ride
along to get to know members of the department.
2 Santa Ana College Wellness delivered a class for smart base results of fire department members
results from annual physicals.
3 Attended strike team leader update class delivered by CAL OES Region 6 Rep.
TRAINING
1 Two new probationary firefighters participated and completed their two-week orientation training.
2 Poway Fire Department hosted a Fireline/EMT/Paramedic course provided by Red Helmet Training
with one department member attending.
3 The Deputy Chief provided a Wildfire Seasonal Update to B and A Divisions.
4 All units participated in a live fire training and a fire behavior demonstration with Cal Fire units at
the training tower.
5 Battalion 91 participated in Strike Team Leader updates provided by CAL OES (Office of Emergency
Services) with other Metro Zone Battalion Chiefs.
6 Battalion 91 participated in SDG&E’s natural gas leak and electrical emergency safety training with
other Metro Zone Battalion Chiefs.

OPERATIONS
1 Drywall, paint, electrical work has all been completed on the Fire Station 1 staircase CIP project. The
130-year-old fire pole was oved from the doorway to the staircase foyer to showcase its history.
2 Implemented the 4th of July Incident Action Plan (IAP), along with staffing resources to support the
two fireworks shows.
3 Delivered a fire season outlook presentation to the crews on A and B Division.
4 Attended the strike team leader training update.

Parks, Trails & Landscape Maintenance
Aubrey Park Trimmed the hedges, cleaned up following
multiple camps and parties.
City Owned Properties Inspected properties and created a to-do list.
Community Park Heavy summer and holiday use. Provided
support for multiple summer camps. Removed
fallen branches from the Dog Park. Cleaned up
following holiday parties.
Garden Road Park Performed gopher abatement. Applied herbicide
in the mulched areas and to the adjacent trail.
Hilleary Park Added and spread mulch in the planter.
Supported the tree contractor. Trimmed a
pepper tree at the basketball court. Cleaned up
after parties and camp activities.
Lake Poway Park Made irrigation mark-outs and repairs inside the
upper playground. Removed playground
equipment parts and debris from the upper
trailhead and parking lot. Fertilized turf areas in
the park. Supported Saturday evening campout
and summer concerts on Sunday. Replaced
four fence posts and rails in the parking lot.
Old Poway Park Provided support for Old Fashioned Fourth of
July event; set-up and cleaned-up after multiple
parties and activities. Repaired fencing along
the train tracks.
Silverset Park Checked, adjusted and repaired the irrigation
system. Removed tree debris from the grove.
Repaired park benches and trimmed plant
material.
Starridge Park Added and spread mulch. Trimmed or removed
trees along the northeast walkway. Cleaned up
after parties.
Valle Verde Park Repaired a loose fence post. Performed
irrigation system check, adjustments, and
repairs. Thatched the turf transition to the
ballfield infield.
Miscellaneous Parks Six staff attend an all-day Pesticide Applicators
test prep course.
Miscellaneous Trails Performed weed abatement along Tooth Rock
Trail. Replaced broken trail fence rails on Old
Coach, Twin Peaks Trails and in the Iron
Mountain parking lot.

Emergency Response
Emergency Response Callouts 21 Technicians responded to:
- Alarm at Council Chambers
- Three incidents of debris in the road
- Water leaking in the road – repaired line and
power washed street and driveways effected.
- Released a patron from the park after hours.
- LMD irrigation leak.
- Dispatched West Coast Arborist to remove a
hanging limb.
- Turned on water for new resident.
- Stopped a backflow leak.
- Stabilized two fire hydrant hits.
- Repaired a hydrant leak.
- Report of no water – it was turned off at
house.
- Contractor hit irrigation – turned it off.
- Irrigation leak on commercial property –
notified owner.
- One meter read.
- Water leaking from neighbor’s yard – turned
off water and left a note for neighbor.
- Irrigation leak at neighbor’s house – left a
