CSD Bi-Weekly Report July 26, 2023 Page 2 The final Junior Nature Ranger Program of the summer is in the books. Pictured here are two of the participants taking their oath. The next certification for these young rangers will take place on September 23. The Benedetti Trio gave a masterful performance at their July 16 concert in Old Poway Park. Their summer sounds covered a wide variety of musical genres from the late '60s to the present day. This band is always a crowd-pleaser! What a fun summer we’re having at the PCPA as we host the Best of Broadway & Disney and Acting & Improve camps. For three weeks, kids ages 7-14, have been learning fantastic dance steps, creating mini-musicals, telling far-fetched stories, and developing confidence and creativity. Two more weeks to go! Lake Poway was stocked with 1,000 pounds of catfish on July 21. Anglers of all sizes have been casting their lines trying to catch the big one ever since! Night fishing at Lake Poway continues through the first weekend of September, providing some extra time to fish on Friday and Saturday nights. Food trucks were on hand serving up refreshments. Don’t miss Britain’s Finest on August 6. On July 15, 494 moviegoers splashed their hearts out watching Minions: The Rise of Gru on the big screen at the Swim Center. Next up is The Bad Guys on July 29 at Community Park. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: July 26, 2023 SUBJECT: Director’s Notes PLANNING New Single-Family Residence on Eucalyptus Heights Road A Minor Development Review Application was submitted to construct a two-story 5,663 square-foot single-family residence with an attached 1,498 square-foot garage. The project site is located on a vacant 10.22-acre located at 16011 Eucalyptus Heights Road in the Rural Residential A (RR-A) zone. The Farm As of July 26th, 17 homes located within the Homestead Community and 25 homes located within the Cottages Community have received Certificate of Occupancy. CAPITAL IMPROVEMENTS Fire Station 1 Interior Stairwell Project The project is substantially complete. The contractor is nearly complete with the touch-up items from the punch list. Water Treatment Plant Security Project The contractor has placed the order for servers, switches, and cameras and is considering mobilizing ahead in order to get all the infrastructure complete and be ready for camera installation upon delivery. Director’s Notes July 26, 2023 Page 2 Butterfield Trail Sewer Upsize Project The horizontal alignment of the planned upsized sewer has been drafted and will be reviewed and revised as needed, once the potholing and other field investigations have been completed. The initial coordination will begin with the local Home Owner’s Association (HOA), residents with easements, and San Diego County Water Authority. Lake Poway Upper Playground Project The demolition contractor has been on-site and removed all the lower playground and most of the upper playground. The new play equipment is on schedule for delivery at the end of September. The shade structure has been submitted for permit. FY2021-22 Annual CMP Repair/Replace The contractor is working on punch list items to close out the project. Several requests have come in for failed CMP sections of pipe throughout the City due to the past winter storms. Emergency repairs have occurred at Calvary Road, Powers Road and Holland Place. City staff has received cost estimates from the contractor for the emergency repairs at Holland Road, Indian Trail Road and Country Squire and is currently reviewing the easements to determine how to move forward. FY2023-2024 Street Maintenance Project The project is tentatively scheduled to begin on Wednesday, July 26th, in the Green Valley area. The City website includes a map of planned work and will be updated weekly to reflect upcoming street closures. Notices will be placed on the affected streets to alert residents in advance of the work. FY2023-2024 Citywide Striping Project The striping work will consist of new striping of the road surfaces in Zone 6 and refreshing of striping and pavement markings in Zones 2, 4, and 8. Under the contract, additional striping will be added and corrections will be made as needed. Director’s Notes July 26, 2023 Page 3 LAND DEVELOPMENT LaFata Backyard Improvements City staff provided comments on the second submittal of the grading plans and reports associated with the backyard improvements at an existing single-family residence on Orchard View Drive. Sidransky Residence City staff approved the first grading plan construction change to a wall and graded slope adjacent to the proposed accessory dwelling unit and recreational vehicle garage at the existing residence on Blue Crystal Trail. Lara Residence City staff received the first grading plan construction change associated with the development of the single-family residence and widening of Golden Way. The change proposes adjustments to the proposed wall along the east side of Golden Way. The Farm City staff returned comments on the second review of the construction change for the revised 54- inch storm drain and trail located at the southeast corner of the development. Thibodeaux Residence City staff issued comments on the first review of the construction change grading plans. The plans that were submitted proposed to change the material of the side yard driveway from concrete to fiberglass-reinforced concrete and pavers. Maneri Residence The City engineer signed the grading plan mylars for a proposed single-family residence on Old Winemaster Way. City staff is waiting to receive bond copies of the plans and the geotechnical report to schedule the pre-construction meeting. Hamidy Residence City staff provided engineering comments and redlines on the second submittal of the grading plans and reports associated with the proposed single-family residence on Iron Mountain Drive. This week, the contractor installed a portion of water line that goes under existing utilities. The lowered section is complete, and testing is scheduled to begin next week. Sewer main installation is complete, and the new sewer line has been tied into an existing sewer manhole on Holly Oak Way. A plug was put into place for testing and to prevent any contamination from entering the existing sewer main. The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) G21-0001) - A request for occupancy for lots 13 through 24 has been received by the City. The lots were inspected, and a punch list was created. Lennar has responded with tentative completion dates, and they are now focused on addressing these items so occupancy can be granted. Work continues around the site including grading, sewer, storm drain, water, street construction, street repair, pedestrian ramp installation and other work. Additional sewer line continues to be placed around the site. The water main was shut down last week along Doylan Court enabling the contractor to lower and set to grade, the angle meter stops. The contractor is planning to install a valve cluster for the new water line that will enter the site at Cloudcroft Drive. The water main will cross over the new San Diego County Water Authority (SDCWA) bridge. The existing valve on the main will eventually need to be removed and require a second water main shut down.
