Authorization to Purchase Four (4) Stryker Power Gurneys and Two (2) Power
Loading Systems
The City of Poway (City) approved Fiscal Year 2023-24 budget included the purchase of four Stryker
power system gurneys to replace the current gurneys that have reached their recommended life
expectancy. The purchase includes the power loading system for two frontline ambulances and four
Power-PRO XT powered ambulance gurneys. The total cost for the loading system and gurneys is
$190,314.01. Additionally, the City will receive a $12,500.00 trade-in credit for five existing gurneys,
resulting in a net cost to the City of $177,814.01 .
Recommended Action:
It is recommended the City Council authorize the purchase of four power gurneys and two power
loading systems, and the trade-in offive existing gurneys, for a net cost of $177,814:01 and authorize
the City Manager to execute the necessary documents.
Discussion:
The manufacturer reports a seven-year life expectancy for ambulance gurneys to the Food and Drug
Administration (FDA). All four gurneys currently in service are due for replacement and three gurneys
are no longer eligible for maintenance due to age. The Stryker gurney is a critical and necessary piece
of equipment for all emergency medical responses and utilizes a battery-powered hydraulic system
to raise and lower the gurney at the touch of a button. This reduces the spinal loading for attending
paramedics, resulting in reduced injuries to personnel. The power loading system assists with loading
the patient and gurney into the ambulance and securely fastens the gurney to the ambulance during
transport.
Poway Municipal Code Chapter 3.28.080(C) provides that formal or informal bidding may be waived
when the supplies or equipment are required to match or be compatible with other supplies or
equipment previously purchased by the City. Stryker gurneys are currently utilized on all Fire

Department ambulances and are considered a critical and necessary piece of equipment for all
medical responses. It is therefore recommended the four new Stryker system gurneys (Power-PRO
XT) and two power loading systems be purchased from Stryker Medical. Moving forward, it is our
recommendation to include gurneys with ambulance purchases so internal rent collected for future
ambulance replacement costs will also include gurney replacement costs.
Environmental Review:
This action is not subject to review under the California Environmental Quality Act (CEQA).
Fiscal Impact:
The approved Fiscal Year 2023-24 Operating Budget Paramedics Equipment (503050-61240) includes
$186,486.00 for the purchase of four Stryker power gurneys and two power loading systems. The net
cost of this purchase after trade-in credit is $177,814.01.
