Goodbye sounds of summer! The Pomerado Community Band wrapped up the 2023 Summer Concert Series at Old Poway Park on August 13. CSD Bi-Weekly Report August 23, 2023 Page 2 August’s special event at the Congregate Meal Program was a Congregate Carnival. 58 diners enjoyed a carnival experience filled with hot dogs, corn on the cob, and coleslaw, games, a caricature artist, and an entertaining juggling jester. The City Council hosted the annual Volunteer Appreciation Dinner on August 17 at Old Poway Park with over 550 City of Poway volunteers in attendance. The dinner recognizes the incredible contribution and hard work these volunteer groups provide the City. The Poway Center for the Performing Arts (PCPA) had an exceptional turn- out (seen here) from the Ushers. The group really enjoyed getting out of their black and white (Penguin) volunteer uniforms and creating connections with one another. Prior to the 2023-24 PCPA season opener, the volunteers will gather again for a safety and operations recertification. It’s time to get the behind-the-scenes work done. The PCPA is officially closed for two weeks while we finish the backstage flood repairs, patch and repaint the stage, organize and repair sound and lighting system components, complete deep cleaning tasks, and more. During this time period, several contractors have been onsite for survey and testing work for the future Capital Improvement projects. Community Park staff partnered with the County of San Diego and CDFA (California Department of Food and Agriculture) to bring the Senior Farmers' Market Nutrition Program (SFMNP) to our older adult community! The SFMNP provides low-income older adults with check booklets containing five (5) $10 checks that can be used to purchase fresh, nutritious, unprepared, and locally-grown produce, herbs, and honey from Certified Farmers' Markets, like the Poway Farmers Market. 53 check booklets were distributed to older adults at the Mickey Cafagna Community Center. Checks can be used through November 30, 2023. CSD Bi-Weekly Report August 23, 2023 Page 3 Summer Recap Another great summer was had by all! In nine short weeks, $812,520.10 in revenue was generated from contract instructor-led camps and $100,767.50 from staff-led Lake Poway Day Camp. 4,850 kids had a blast making lifelong memories and friends as they enjoyed gymnastics, fishing, sports, sewing, archery, dance, fencing, cooking, and a vast array of other activities. We are pleased to offer parents an enriching and affordable childcare option during the summer months while school is out. The Swim Center had a busy summer season with programming and drop-in users this year. City staff taught 1,489 people how to swim or improve their skills. Of that number, 1,146 participated in group lessons and 343 took private lessons. Additionally, 16,728 people visited the pool via drop-in admission and there was a total of 6,501 entries through memberships. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: August 23, 2023 SUBJECT: Director’s Notes CAPITAL IMPROVEMENTS Lake Poway Upper Playground Project Demolition and grading work are now substantially complete. Staff is currently assessing any clean- up and re-grading work resulting from the recent rainstorm. Options to re-landscape the northwestern corner of the project, relocate several irrigation lines and a potable water pipe that was found to be in conflict with the new improvements are under review. The concrete crew has mobilized and is prepping the layout for the western sidewalk and ramps. Staff will be onsite to oversee the placement of boulders utilized to form the inside walls of the ramps this week. Poway Center for the Performing Arts Capital Improvement Project A project kick-off meeting was held on Thursday, August 10th at the Poway Center for the Performing Arts. The design consultant is proceeding with the 3-D scan of the facility in order to facilitate the development of plans. It was discussed last week between Staff and the Architect the approach in completing the entire project design and the approval process for the Division of State Architect permit in parallel to phasing out construction over several years. Bowron Road Sewer Trench Investigation Sections of pavement along the sewer trench line on Bowron Road from Poway Road to the south end have experienced some surface settlement. Ninyo & Moore completed the sub-surface investigation of the sewer line using ground penetrating radar to identify the cause. A report of the findings is currently being prepared and will be submitted shortly to the City. Director’s Notes August 23, 2023 Page 2 Fiscal Year 2023-24 Street Maintenance Project Work continues in Zone 6 with operations progressing steadily with few incidents and/or conflicts with residents. Schools in the Poway Unified School District started on Wednesday, August 16th. Impacts to Painted Rock Elementary, located on Martincoit was minimized by scheduling the work during off peak times in consideration of student drop-off and pickup activity. Weekend work originally scheduled for Sunday, August 20th to accommodate local businesses and medical offices has been re-scheduled for Saturday, August 26th due to rain. Fiscal Year 2023-2024 Citywide Striping Project The striping work continues in Zone 6. Some striping and legend markings in Zone 2 and Zone 4 have also been refreshed. The striping activity primarily occurs overnight with minimal disruption to traffic and local residents. Some of the legend markings can be performed during the day with minimal traffic control in streets with low traffic volume. LAND DEVELOPMENT Bomberger Residence City staff received the second submittal of the grading plan package for a proposed pool, retaining walls and landscape improvements at an existing residence on High Valley Road. Cain Residence City staff provided comments on the first submittal of a floodplain development permit for a barn rebuild within the FEMA-regulated floodplain at an existing single-family residence on Tierra Bonita Road.  Sage at Old Coach City staff received the proposed vacation of a portion of County Highway (Old Coach Road) that runs through the subdivision property. Brown Residence City staff provided engineering comments and redlines on the first submittal of the grading plans and reports associated with the proposed single-family residence on Valleyview Road. Duong Residence City staff provided comments on the fourth submittal of the encroachment removal agreement for improvements on Halper Road that encroach into the right-of-way. The encroachment removal agreement includes the placement of driveway pavers and two keystone retaining walls in the right- of-way. Director’s Notes August 23, 2023 Page 3 STORMWATER Los Penasquitos Lagoon Restoration Invoicing Invoices were sent out by City of San Diego in January 2022 for the full “cost share agreement” amount. However, the actual cost for fiscal year 2022 concluded to be approximately half of the original prediction. Therefore, the City of Poway now has a credit of $326,034.43 moving forward into the next fiscal year. This credit will cover fiscal year 2023’s actual costs of $244,160.87 and the remaining balance will be carried over into fiscal year 2024. Director’s Notes August 23, 2023 Page 4 Progression continues with the installation of the middle section of the onsite water main. Both the north and south sections had been completed in the previous weeks. Last week, curb and gutter was placed along Valle Verde Road at Grape Arbor Way. The contractor will be placing pedestrian ramps at this location with new sidewalk. During last weekend’s storm, a large amount of mud slid onto an existing resident’s lot and the City of Poway’s sewer lift station, Saint Andrews Station 2. Public Works has cleaned the mud from the lift station and the homeowner is working with the developer to clean up the residence. Director’s Notes August 23, 2023 Page 5 Dewildt Residence Corte Lomas Verdes (G22-0015) - Grading is nearly complete with the pad now at grade. The soil compaction report as well as line and grade certification are being drawn up and will be submitted soon. The bio-basin has been excavated along with the riprap spreader, which are both designed to catch and treat pad drainage. Sidransky ADU and Accessory Building Blue Crystal Trail (G22-0011) - The proposed retaining wall has been built. Last week, the retaining wall was grouted. Upon passing tests results, the wall drain will be installed and the wall backfilled. Sage at Old Coach Old Coach Road (G22-0005) - The contractor performed removals of old undocumented fills and re- compacted the slope above the proposed sewer pump station near Westling Court. Progressing onward, the contractor completed placement of fill on Lot 5 and the backfill behind the masonry walls at bio-basin 1. The developer started wood construction of homes on Lots 3 and 4. Rihan Residence Bryce Point (MDRA21-025) - Occupancy was requested and has been granted. The file has been given to the project manager for closeout. McKee Orchard Holly Oak Way (G22-0006) - The three large eucalyptus trees along Twin Peaks Road have been removed and the stumps ground down. Import of fill material is ongoing. The onsite geologist confirmed viability of material as it was delivered. All streetlight conduits have been installed and inspected. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - Paving has begun on both private street A and B. The contractor continued grading on Lots 6 and 7. During rock drilling on Lot 5, the noise from drilling was confirmed to be more than the allowable limits. The developer was issued a stop work notice and will need to have a third party sound review. Any future rock drilling in the adjacent areas near Lot 5 will need City of Poway review to ensure the work does not exceed the requirements. The contractor continues to build homes on Lots 1 and 3. The construction of homes on Lots 2, 9 and 10 is set to begin shortly now that the water main installation is complete and the streets in the area are paved. FD Management Staff Notes Page 3 EMS / TECHNOLOGY 1 Received two controlled substance vaults back from repair and maintenance. 2 Hosted five paramedic students from San Diego Fire/Rescue for observation shifts. 3 Reviewed 132 responses for quality assurance and quality improvement. Between Monday, August 7th and Sunday, August 20th, personnel completed 316 hours of training and activities. The top three topics included 184 hours of Company Training, 47 hours of Driver/Operator Training, and 51 hours of Facility Training. SAFETY 1 Conducted a safety walk through of City Hall 2nd floor and exterior of City Hall. The safety walkthrough is conducted for employee safety and to mitigate any potential safety issues. 2 Sr. Fire Safety Inspector conducted the City Safety committee meeting in my place. This meeting is to review all accidents and injuries within the city. 3 Attended Fire Rescue International conference in Kansas City. Attended multiple classes on leadership, communication, and organizational success. TRAINING 1 Attended San Diego County Fire Chiefs Association Training Officers Section quarterly meeting. 2 E91, C Division attended Metro Zone In-Service Training (IST) hosted by the Chula Vista Fire Department. The drill consisted of Live Fire training and Search and Rescue techniques. 3 IST training was provided on electric vehicle safety and auto extrication to all divisions. (See photos below) 4 Poway Fire Department received a full-sized school bus from the Ramona Unified School District for training on large vehicles.
