Overall, registrations were up 36% and revenue was up 30% over the first day last year. Lisa Sanders continued the Summer Concert Series at Old Poway Park on July 30 with her soulful Country blues. As always, a large crowd gathered to dance and enjoy the summer evening! Up next, Alice in Wonderland (1951) at Old Poway Park on Saturday, August 12, to conclude the series. July’s special event at the Congregate Meal Program was a Red, White, & BBQ Picnic. Over 93 diners enjoyed a traditional picnic lunch and exciting Bluegrass entertainment presented by Fast Heart Martin Stamper and Smokey Joe. Along with the newly installed corner garden, the new sign is up and looking fabulous! CSD Bi-Weekly Report August 9, 2023 Page 3 The final Lake Poway concert of the season went off with a bang! The parking lot was completely full by 4:30pm and the MTS shuttle made 10 trips from Poway High School parking lot so more folks could enjoy the sounds of the Beatles tribute band Britain’s Finest. Non-resident parking fees generated a total of $3,210 in revenue. The Summer Concerts at Lake Poway were once again a great success in providing the community a beautiful outdoor setting to enjoy wonderful musical entertainment. This past weekend, the Swapanthi Dance Academy presented a two-hour solo Indian classical dance performed by Naisha Patel. The 9 individual dances were the culmination of her 11- year Bharatanatyam learning experience and a graceful expression of emotion. The performance and a catered dinner in the courtyard were enjoyed by 286 members of her family and friends. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: August 9, 2023 SUBJECT: Director’s Notes PLANNING New Single-Family Residence on a Vacant Lot Located at 15157 Huntington Court On July 31st, a Variance and a Minor Development Review Application were submitted to construct a new 3,826 square-foot (sf) single-family residence with an attached 705 sf garage on a vacant lot located at 15157 Huntington Court in the Residential Single Family 2 (RS-2) zone. The applicant is requesting a Variance to observe a 20-foot front yard setback when 30 feet is required. CAPITAL IMPROVEMENTS Lake Poway Upper Playground Project Demolition is complete and the grading is now substantially complete. Due to demolition, three existing irrigation laterals below the concrete and directly in/around the play equipment had been broken. The contractor has been diligent to repair these lines so that irrigation can continue to take place during construction. During the grading work, substantial subgrade shrinkage was encountered, and it was discovered that the northern keystone retaining wall was compromised by tree roots. A change order is being prepared to bring in additional import fill to address the subgrade shrinkage and to remove and replace the compromised retaining wall. Water Treatment Plant Security Project The contractor has placed the order for servers, switches, and cameras and will mobilize ahead to complete all infrastructure in order to be ready for camera installation upon delivery. Some of the long lead items are scheduled for delivery in September and December. The contractor has a tentative mobilization date of September as long as the network items arrive as scheduled. FY2021-22 Annual Corrugated Metal Pipe (CMP) Repair/Replace The contract work is complete. However, City staff is currently coordinating with property owners regarding easements for the emergency repairs on Holland Road, Indian Trail Road and Country Squire. The contractor is willing to be on standby until further direction is given regarding this additional work. Otherwise, the contract can be closed out and the repair work will be added to next year’s list of CMP repair project. FY2023-2024 Street Maintenance Project Work continues this week in the Green Valley area. The City website includes a map (Poway.org/roads) of planned work and will be updated weekly to reflect upcoming street closures. Weekend work has been scheduled for August 12 to August 13 in order to accommodate local businesses and medical offices during off peak time. The scheduled weekend work is part of the contract work and will not have any premium charges or additional costs from the contractor. Director’s Notes August 9, 2023 Page 2 FY2023-2024 Citywide Striping Project The striping work has begun in Zone 6, which includes fresh striping in the greater Poway area. The striping activity occurs overnight with minimal disruption to traffic and local residents. LAND DEVELOPMENT Hamidy Residence City staff has returned comments and redlines on the first submittal of the biological conservation and open space easements associated with the proposed single-family residence on Iron Mountain Drive. The Farm City staff approved the proposed construction change for the revised 54-inch storm drain and pedestrian trail at the southeast corner of the development. Okolo Residence City staff provided comments and redlines of the third submittal for a proposed single-family residence on Augusta Court. Palomar Health Driveway City staff received the first submittal of the grading plan to modify one of the onsite driveway entrances. Russell Residence City staff received the first submittal of the grading plan for a single-family residence on Old Coach Road. Sage at Old Coach City staff approved the first construction change for the six-lot subdivision located on Old Coach Road. The construction change included storm drain and retaining wall modifications. Birch Properties City staff has received the signed merger documents for the proposed lot merger of two properties on Carlson Court. Once the documents are signed internally and recorded, the merger will be complete. Rahimzadeh Residence City staff has returned comments and redlines on the first submittal of the grading plan package for an accessory dwelling unit at an existing residence on Claire Drive. Director’s Notes August 9, 2023 Page 3 NATIONAL FLOOD INSURANCE PROGRAM FEMA Community Rating System The National Flood Insurance Program (NFIP) provides federally backed flood insurance within communities that enact and enforce floodplain regulations. To be covered by a flood insurance policy, a property must be in a community that participates in the NFIP. To qualify for the NFIP, a community adopts and enforces a floodplain management ordinance to regulate development in flood hazard areas. Additionally, there is the Community Rating System (CRS) which is a national program developed by FEMA. Under the CRS program, communities can be rewarded for doing more than simply regulating construction of new buildings to the minimum national standards. The City participates in the CRS program for several reasons, one of which is the discounted flood insurance premiums it provides for the City’s residents and businesses. In order to participate in the CRS program, City staff must implement activities to reduce flood damage to existing buildings, manage development in areas not mapped by the NFIP, protect new buildings beyond the minimum NFIP protection level, preserve and/or restore natural functions of floodplains, help insurance agents obtain flood data, and help people obtain flood insurance. Each year, the City must recertify that it is continuing to implement the activities for which it has earned credit and meets the requirements for its level of participation. Last week, City staff submitted the recertification package to FEMA. INSPECTION Zeitoune Residence Stagecoach Road (G22-0004) - The contractor has removed and recompacted the pad area. Work on the storm drain system has begun. Last week, the contractor installed and backfilled the 30” drainage pipe. The contractor began construction of the headwalls and has requested the inspector perform a preliminary inspection on the first headwall. No issues were noted, and headwall construction continues. Director’s Notes August 9, 2023 Page 4 Sage at Old Coach Old Coach Road (G22-0005) - The concrete footings and slabs for the buildings on lot 2, 3 and 4 were placed. The contractor completed constructing the masonry retaining wall for bio-basin 1. Furthermore, for bio-basin 1, footing was placed, block was stacked, and the horizontal and vertical reinforcing steel was installed. Last week, the wall grout was placed followed by water proofing material. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor continues to work on grading and drainage installation on lots 5, 6 and 7. The contractor completed all water line testing for the first section of proposed water main. Bacteriological samples were drawn and tested. Passing results were confirmed by the laboratory. The contractor completed the water main tie in at the entrance of the project. Excavation and compaction of street sub-grade has been performed. Last week, the contractor continued to place curb and gutter for a section of Private Street “A” and Private Street “B” as well as began placing and compacting class II base. The streets adjacent and around Larchmont will be slurried as part of the City’s Street maintenance program. However, Larchmont will not be done since work on the development continues and access is needed. Once the Lyon Estates project is complete, the contractor will be required to slurry the street. The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) G21-0001) - Lennar requested occupancy for additional homes in the Cottages and Homestead neighborhoods. The cross gutter along Valle Verde was poured. It was noted the newly installed sewer manhole frame and cover were damaged via saw cut, and it has been determined the frame and cover will need to be replaced. The walking trail and landscape along Espola Road fronting the project has been installed. The City’s landscape inspector is working with the contractor to perform the required inspections. The owner and contractor have signed all applicable paperwork. Biscayne Recreational Facility Biscayne Place (G22-0001) - The contractor started excavating footing for the upper masonry wall to the north and east of the home/fitness facility.
