This first Saturday show of the 2023-24 season was delightfully attended by 450 patrons. We love seeing a local arts business be successful. The first Kids Night Out of the 2023-2024 school year took place on September 1 and was just beachy! Participants were happy as clams keeping busy with recreation games, making sand salt dough handprints, cooling off with a sweet treat, and watching Surfs Up. We may be biased but we think the 59 Kid's Night Out participants were "shrimply" the best! CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: September 6, 2023 SUBJECT: Director’s Notes CAPITAL IMPROVEMENTS Lake Poway Upper Playground Project The concrete forms for sidewalks, ramps and retaining walls will be completed this week. Concrete placement has been scheduled to follow shortly after. Next week, the subcontractor will be onsite to construct the foundations for the shade posts. Poway Center of the Performing Arts Capital Improvement Projects The design consultant is nearly complete with the 3-D scan of the facility. This week, the mechanical team will be performing a second site visit to inspect the rooftop areas and mechanical rooms. The architect has scheduled a pre-development conference with the Division of State Architect on September 12 to go over the multi-year phased rehabilitation and permitting approval process. Fiscal Year 2023-2024 Street Maintenance Project In Zone 6, the slurry resurfacing operation was completed. Punch list items to clean and touch up unfinished areas has been generated and will be addressed by the contractor. Utility lids will continue to be identified and adjusted to finished grade. The raise to grade operations will not close roads or restrict public access. Fiscal Year 2023-2024 Citywide Striping Project In Zones 2 and 4, striping and legend markings have been refreshed as striping work in Zone 6 continues. As soon as Zone 6 is completed with the first coat of paint, Zone 8 will be refreshed. Once Zones 2, 4, and 8 are completed, Zone 6 will then receive a second coat on all pavement markings. Director’s Notes September 6, 2023 Page 2 LAND DEVELOPMENT Patel Residence City staff received the second submittal of the grading plan package to demolish an existing residence and construct a single-family home with an attached garage and attached accessory dwelling unit (ADU) on Creek Road. Deneris Residence City staff received the second submittal of the grading plan package for a proposed garage at an existing residence on Del Poniente Road.  Fathi Residence City staff received modified exhibits for the revision of the open space easement associated with the proposed single-family residence on Orchard View Drive. McKee Orchard City staff returned comments on the second submittal of the precise grading plans for the 20-Lot subdivision proposed at the terminus of Holly Oak Way. Hamidy Residence City staff received the third submittal of the grading plan along with the second submittal of the biological conservation and open space easement packages associated with the proposed single- family residence on Iron Mountain Drive.  Ketterman Residence City staff received the first submittal of a floodplain development permit for an interior remodel of an existing single-family residence located within the Federal Emergency Management Agency (FEMA) regulated floodplain on Avenida Florencia. STORMWATER Permanent Treatment Control Best Management Practices Facilities Letters have been mailed out to all property owners with permanent stormwater facilities on their property. The letter includes a copy of the annual certification for maintenance of stormwater treatment control Best Management Practices (BMPs). Recipients must certify and provide dates of completed maintenance between October 1, 2022 to September 30, 2023. The certification forms are due by October 1, 2023. Staff is preparing the inventory list for the high-priority facilities throughout the City that require inspections and will ensure that said inspections occur prior to the required deadline of October 1, 2023. NATIONAL FLOOD INSURANCE PROGRAM Flood Protection This week, City staff will mail out letters to the residents located within the Special Flood Hazard Area in accordance to the Flood Insurance Rate Maps produced by FEMA. These letters provide valuable information regarding the property’s likelihood to flooding, knowledge of other potential flooding hazards around the property, flood insurance, safety tips, drainage maintenance and how to build responsibly to avoid future flooding. Director’s Notes September 6, 2023 Page 3 PLANNING Single-Family Residence at 13945 Chancellor Way A Minor Development Review Application was submitted for a 1,285 square foot addition and partial demolition to an existing 1,317 square-foot residence. The residence is located on a 0.45 acre lot at 13945 Chancellor Way in the Residential Single Family 2 (RS-2) zone. Administrative Clearing Permit (ACP) for Vacant Lot on Espola Road An ACP application has been submitted for unauthorized habitat clearing that occurred on a vacant lot on the east side of Espola Road, immediately south of Northcrest Lane. The property owner indicated that the unauthorized clearing was for a future driveway associated with a home that will be proposed on the property. A Minor Development Review Application (MDRA) was submitted for a 3,081 square foot single family residence with detached garage on the property. The processing of the MDRA is on hold due to the pending approval of the ACP and closing of the code compliance case for the unauthorized habitat clearing. HOUSING Affordable Housing Property Sale An affordable moderate-income SHOP Program condominium will soon be available for sale. The SHOP (Supporting Home Ownership in Poway) program provides a silent second mortgage for qualifying first-time homebuyers to help make the home affordable. The current homeowner submitted all required documents notifying the Housing Authority of their intent to sell their home. The restricted resale price of the 2 bedroom, 2 bath home is $512,500. The Authority has elected not to exercise its option to purchase the property. Marketing of the home is tentatively scheduled to begin towards the end of September 2023 with an anticipated escrow closure in mid-January 2024. Based on program requirements, all City staff, Poway Unified School District employees, residents of Poway’s affordable housing rental units and 365 individuals who elected to be placed on an interest list will be notified of the upcoming opportunity soon. INSPECTION Koh Pre-Manufactured Accessory Dwelling Unit Martincoit Road (SW23-0086) - A preconstruction meeting has been held. The modular unit is to be placed in the side yard of the existing home. This project is located near the intersection of Espola Road and Martincoit Road. Sage at Old Coach Old Coach Road (G22-0005) - The contractor completed placement of fills on Lot 5. The developer continues to construct the homes on Lots 2, 3 and 4 as onsite sewer main construction continues. Director’s Notes September 6, 2023 Page 4 Ramirez Residence and Accessory Dwelling Unit Del Poniente Road (G21-0006) - The contractor began construction of the proposed pervious driveway. Since the driveway apron has been placed, the driveway pavers and stones are being installed this week. Maneri Residence Old Winemaster Way (G23-0001) - The preconstruction meeting for the construction of a single- family residence has been scheduled for this week. McKee Orchard Holly Oak Way (G22-0006) - Last week, the contractor began backfilling all underground utilities and is now working on the proposed road. Excavation of the proposed wall footings for Lots 18-20 are complete. Reinforcing steel has been inspected and footing concrete placed. Pomerado Hospital Power Conditioning Building UPS/ATS Pomerado Road (G19-0009) - The contractor is working on forming and placing reinforcing steel for the proposed brow ditch above the permanent shored wall at the Uninterrupted Power Supply (UPS)/Automatic Transfer Switch (ATS) building. The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) The developer has requested occupancy for Lots 59-70. A job walk was performed and a preliminary punch list was created. Copies of the preliminary punch list were distributed to Lennar and City staff involved with the project. Inspection staff and the contractor walked each of the proposed streetlight locations. During the inspection, 5 of 8 excavated foundation holes were found to conflict with underground utilities. The contractor will reach out to the utility companies to confirm if the lines are live or have previously been abandoned. Since the contractor created a plan that utilizes the foundation holes with existing conflicts, the information will be provided to the project engineer for possible redesign. As for the other 3 locations where no conflicts were found, concrete foundation was placed. A new line was tied into a water main. As required, the line was tested and received passing results. During the duration of the tie in, some residents along Abbey Road were out of water. However, water was restored by the end of day. Director’s Notes September 6, 2023 Page 5 New pedestrian ramps were graded and installed at the intersection of Valle Verde Road and Saint Andrews Drive. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor is working on the cul-de-sac at the end of Private Street “A” as well as compaction and fine grading of the fill slope on Lot 6. The contractor continues to drill on Lot 5. Since the initial Stop Work Notice was issued, drilling has been under the allowable decibel reading and within the proper time frames. The contractor drills holes and then fills them with a chemical grout which expands during curing. Lot 5 grading continues including the installation of the 4” inch perforated drain. The 8-inch sewer main and 4-inch sewer lateral construction on Private Street “A” continues. Director’s Notes September 6, 2023 Page 6 The contractor is also working on raising and paving sewer manholes, water valves and storm drain clean outs on Private Streets “A” and “B”. Added additional irrigation lines and spray heads along the back of the Pavilion. Added topsoil where tree was removed, this will be replaced later this year. Old Poway Park Provided support for multiple large events and activities. Cleaned up facility following the storm. Poway Oaks Park Removed low hanging tree branches near the basketball court.
