To: Poway City Council/Poway City Clerk From: Jeffrey Schmidt Poway Subarea Habitat Conservation Plan/Natural Community Conservation Plan AKA Poway HCP/NCCP People can choose where they want to build their homes. Animals cannot! Please spare our endangered habitat. What is Coastal Sage Scrub and Why is it Important? The worldwide range of Southern Coastal Sage Scrub extends from Ventura south to San Diego County and east to Riverside County. (Repeat) Some studies indicate that less than 10% of the original sage scrub community remains. Southern Coastal Sage Scrub is the habitat contains the most diverse set of plants and animals in the continental United States. With only 10% remaining, the animals and plants that depend on it are in peril. Over 120 species dependent on the Coastal Sage Scrub habitat are threatened or endangered! However, the bulldozers keep chugging forward. Due to urban sprawl, human encroachment, and negligent misuse, this remaining and endangered habitat is in jeopardy. Please educate yourselves, Google it, read about it, don't take our natural areas for granted. Therefore, federal and state laws were established to protect as much of the remaining coastal sage areas as possible while allowing for needed housing. To: Poway City Council/Poway City Clerk From: Jeffrey Schmidt o By law, protected habitat cannot be legally destroyed without a Habitat Conservation Plan (HCP). o A "Take 11 permit is required and will be issued for approved projects that have an acceptable HCP. Under these laws a Habitat Conservation Plan (HCP) is required by law if someone intends to develop portions of the native habitat. This law is meant to ensure that damage to the endangered habitat is appropriately mitigated so that the corresponding project doesn1t create a significant threat to the survival of any of the species. threatened species should be allowed to thrive among human populated areas. Any landowner can propose a project in protected habitat but must prepare an HCP or he/she can work under the City1s regional HCP to get a permit to build. Adhering to the respective HCP is a requirement of Federal and State laws. Note that a landowner is not forced to use the City1s HCP but can go it on his/her own if so desired. Poway's Regional HCP Planning Areas Poway has a regional HCP to meet the requirement for developments to have a Habitat Conservation Plan. This reduces the owner/builder1s effort and time to get a Take Permit. The City is required to ensure that the HCP is followed for projects permitted under the City1s regional HCP. HCPs include reserve design guidelines and requirements for reserve management. *A landowner/developer must apply the project design guidelines and the reserve management required by whichever HCP was used to get the project approved. To: Poway City Council/Poway City Clerk From: Jeffrey Schmidt Reserve Design Guidelines of Poway's Area HCP: • Housing projects are to be planned to avoid damaging the most valuable habitat and strnve to preserve large contiguous areas of natural habitat. • Development shall be concentrated first in areas of non-sensitive habitat and secondly in disturbed sensitive habitat. • Development shall be sited to avoid disruption of sensitive areas. (Biological core areas, habitat linkages, established buffer areas, watershed areas, and wildlife corridors) • Development shall be located as close as possible to existing or planned public or private roads, to minimize fragmentation of habitat areas. • Preserved habitat should adjoin undeveloped natural open space. • The layout of a rural residential building site shall consider the existing or planned use of adjoining parcels. The functional value of the habitat between the parcels should be maintained and enhanced. • Fences should not be erected where they restrict wildlife movement and the functionality of contiguous resource conservation areas.
