The school year has begun and so has the robust Teen Program Series! The first event of the year was a surf-tacular night of fun at the Swim Center on September 16 as teens said goodbye to summer under the stars. The Teen Luau attracted over 60 teens who hung ten off the diving board, chowed down on traditional luau food provided by Charlie’s Classic Cooking, and kicked back on inflatables big and small. CSD Bi-Weekly Report September 20, 2023 Page 2 September’s special event at the Congregate Meal Program was a Poway Days Barbeque. 127 diners celebrated Poway with barbeque, information from the Interpretive Services Division, and an entertaining performance by the Heritage Dancers. In partnership with the FBI San Diego Elder Justice Task Force, Community Park hosted 52 older adults at an Elder Fraud presentation on September 7. Attendees learned about common elder fraud schemes, the signs and symptoms of elder fraud, and what law enforcement is doing to protect seniors and prosecute scammers. It was a carousel of fun at Community Park’s free Carnival In The Park event on September 18! Approximately 300 attendees were delighted with amusing crafts, lively carnival games, and delightful caricatures to capture all of the cheer! In the Park Series is designed for all ages, abilities, and is usually held on a holiday or Poway Unified School District non-student day. Girl Scout Troops 2750 and 2721 enjoyed a tour at the PCPA on September 15. Artist Sudi Memarzadeh spoke with the groups about her artistic journey and passion for exploring nature’s details in watercolor, ink, and mixed media. The exhibit closing reception and meet the artist opportunity will be held Sunday, September 24, from 4pm to 6pm. CSD Bi-Weekly Report September 20, 2023 Page 3 Scripps Theatre Arts presented a wonderful rendition of Mary Poppins over four days (September 14-17) at the PCPA. The first performance was for 402 very excited school kids and then was followed by audiences of 391, 627, and 536 patrons. For the three public shows, bar revenue totaled $1,925 and concession revenue totaled an astounding $4,482! Although the crowd was small at 310 tickets sold, attendees had a kickin’ good time at the Hit Men of Country performance at the PCPA on September 9. Pre-show activities included barbeque, vendors, line-dancing, and cow roping. In recent years, Swim Center hours have been reduced significantly during the fall and winter months due to a lack of lifeguards, an issue that continues to be a challenge across the county and nation. With the addition of two full-time Senior Lifeguards, we will be able to increase swim center hours by almost 30 hours per week starting September 25. The additional hours will be dedicated to lap swimming and recreational swim. On November 20 we begin winter hours, which is a typical reduction based on use and weather. However, winter hours will still be more than what we’ve offered in the past few years. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: September 20, 2023 SUBJECT: Director’s Notes PLANNING New Single-Family Residence at 18111 Old Coach Road On September 12th, a Minor Development Review Application (MDRA) was approved allowing for the construction of a 3,447 square-foot single-family home and a detached 938 square-foot three car garage with a second floor 655 square-foot Accessory Dwelling Unit (ADU) located at 18111 Old Coach Road in the Rural Residential A (RR-A) zone. New Canopy Addition at Chick-Fil-A A Minor Development Review Application was submitted to add a detached canopy structure in the existing drive through area to provide shade protection for staff taking food orders. The property is located at 13464 Poway Road within the Poway Road Specific Plan 8 – Mixed Use land use district. Unified Planning Application 23-0049 A new project was submitted on September 14th for an 1,865 square-foot single-family residence with a 2-car garage to be located at 14221 Tierra Bonita Road on the southwest corner of the Dearborn Memorial Park. An existing residence and garage on the site will be demolished as part of this project. This existing and future residence is/will be the residence of the caretaker for the Dearborn Memorial Park. Once the submittal has been verified as complete and fees paid, it will be routed for review. CAPITAL IMPROVEMENTS Community Park Concrete Ribbon Drain Project City staff has completed review of proposals and negotiations with the selected consultant. Award of a consultant agreement is tentatively scheduled for the October 17th council meeting. Fiscal Year 2023-2024 Street Maintenance Project All utility lids have been identified and the work continues to adjust them to finished grade. Fiscal Year 2023-2024 Citywide Striping Project Zone 6 will receive a second coat on all pavement markings after Zones 2, 4, and 8 are completed. Poway Center of the Performing Arts Capital Improvement Projects A pre-development conference with the Division of State Architect was held on Thursday, September 14th. Preliminary discussions suggest the State will allow a permit for a multi-year phased rehabilitation project. The consultant will have 50% of the design plans submitted to the City by Thursday, September 28th. Director’s Notes September 20, 2023 Page 2 Lake Poway Upper Playground Project The subcontractor for the shade sail completed the excavation for the post foundations and began placing the reinforcing steel cages. This week, the shade sail post will be set in the foundation. Once the special inspection is approved, the concrete will be placed. The play surfacing subcontractor continues onsite installation of the nailer curbs that border the playground surface. LAND DEVELOPMENT Madhani Residence City staff has returned comments and redlines on the first submittal of the grading plan for a proposed single-family residence at a vacant lot on Espola Road. Ketterman Residence City staff has reviewed and approved the submittal for a Floodplain Development Permit for the interior remodel of an existing residence on Avenida Florencia. Fathi Residence City staff has approved the latest update to the Open Space Easement on a proposed single-family residence on Orchard View Drive. Palomar Health Driveway City staff has returned comments and redlines on the first submittal of the grading plan for a new driveway within the onsite parking lot. The new driveway will connect one of the onsite driveway entrances to an existing turnaround used for patient drop-offs. McKee Orchard Precise Grading City staff received the third submittal of the precise grading plans for the 20-lot subdivision proposed at the terminus of Holly Oak Way. Babbling Moose Trust Residence City staff received the grading fees and securities required for the grading project proposed on Vali Hai Road. Director’s Notes September 20, 2023 Page 3 INSPECTION McKee Orchard Holly Oak Way (G22-0006) - Excavation of the wall footings for the perimeter walls on lots 1-4 and 20 have been completed. The retaining wall footings and stacked walls placed by the contractor were inspected and grout filled. This week, the contractor is scheduled to work on the drain and waterproofing behind the walls. Sewer testing began and the pressure test had been completed. The mandrel tool, which is used to measure the pipes interior roundness, has been pulled through the sewer main. One section of the pipe would not allow the mandrel to pass through freely; therefore, the area may need to be excavated and repaired. The water line testing is scheduled to begin this week. Testing will start with a four-hour high pressure test by the contractor. The testing is utilized to ensure there are no leaks by pressurizing the water main to 250 pounds per square inch (PSI) for a four hour duration. Last week, the contractor completed backfilling of all underground utilities along the new portion of Holly Oak Way. The curb and gutter placement will begin this week. Sage at Old Coach Old Coach Road (G22-0005) - The contractor continued working on the 8-inch sewer main in both private and public segments as well as installed the sewer laterals for lots 1 and 2. There were complications with the layout of the sewer laterals and a construction revision was sent to the City’s project manager. The revision was reviewed and approved to be constructed. The developer continued wood construction of homes for lots 2, 3 and 4. The Farm Stoneridge Country Club Lane (G21-0001, STI21-001) - The contractor has installed approximately 1,400 linear feet (LF) of 8-inch water line, which continues up Goodeve Drive. The contractor is performing pre-pressure testing. Official testing is anticipated to take place this week. Lennar is working on resolutions to address the issues on the preliminary punch list for lots 59-70. Public Works has been notified that the laterals are complete and ready to be inspected. The water department will shut down a portion of the water line along Abbey Road so that newly installed water services can be lowered and placed per the Poway standards. Director’s Notes September 20, 2023 Page 4 Sklar Residence Millards Road (MDRA21-016) - The concrete building foundation for the proposed single-family residence has been placed. During the most recent site inspection, it was found that the developer received several loads of lumber; however, they had not yet removed the brush on the existing slope. This project is in the “Very High Fire Hazard” area, in which brush is required to be trimmed prior to bringing combustible building material onto the site. The developer was issued a correct work notice and had the brush removed immediately. Lyon Estates Larchmont Street (G21-0013) (STI21-003) - Last week, the contractor continued the placement of material for the cul-de-sac of private street “A” and lot 5. The contractor completed backfilling of the 8-inch sewer main and 4-inch sewer laterals for lots 5-8 as work on the onsite sewer system continues. The concrete bases for manholes 3 and 5 were placed. The manholes were then stacked and vacuum tested. Director’s Notes September 20, 2023 Page 5 Wiersum Residence Misty Meadows (G22-0009) - The contractor continued to work on clearing and grubing within the project limits. Excavation of the keyway around the proposed pad perimeter was completed allowing fill placement and compaction of fill material to begin. EMS / TECHNOLOGY 1 Hosted the San Diego County Fire Chiefs Association EMS Section meeting at Fire Station Three. 2 Palomar Health provided continuing education training for department paramedics on new stroke assessments and treatments. 3 Reviewed 127 EMS reports for quality assurance and quality improvement. Between Monday, September 4th and Sunday, September 17th, personnel completed 260 hours of training and activities. The top three topics included 127 hours of Company Training, 62 hours of EMS Training, and 32 hours of Facility Training. SAFETY 1 Provided quick Safety training videos to the department. These topics included stretching, clean cab in the fire engine and stress. The training is designed to create discussions and learn ways FF can care for themselves. 2 Attended an active shooter drill in San Diego. The drill took place at a 3-story office building and multiple agencies. TRAINING 1 B91, E91, M91 and T93 participated in a General Atomics drill for a simulated commercial structure fire. TRAINING & PROFESSIONAL DEVELOPMENT HOURS OPERATIONS 1 Fire Department units participated in the Poway Days parade. 2 Annual aerial and ground ladder testing conducted by a UL vendor. All ladders successfully passed load testing. 3 The new Battalion Chief command pickup truck was delivered to Fire Station 1. It will have to wait approximately one year to start the upfitting procedures. 4 Attended Central Zone Chiefs cooperator’s meeting.
