More than 75 older adults learned how to play the drums in July, enjoyed an animal encounter in August, and created fall wreaths in September. CSD Bi-Weekly Report October 4, 2023 Page 2 33 people attended the Kumeyaay-Ipai Interpretive Center Open House on September 16, where they learned about the ancient people who inhabited this Pauwai community. Docents were on hand to lead tours of the grounds and educate about the many artifacts found onsite and in the visitor center. The next Open House will take place on October 21. Several families enjoyed a guided hike through Blue Sky for the Junior Nature Ranger Program on September 23. Participants learned about native animals and had an opportunity to draw the scenery. The next program will take place on February 10, 2024. CITY OF POWAY MEMORANDUM TO: Chris Hazeltine, City Manager FROM: Bob Manis, Director of Development Services DATE: October 4, 2023 SUBJECT: Director’s Notes PLANNING New Application A new project was submitted on September 28th for a 1,473 square-foot single-family residence and an attached 1,951 square-foot garage on a 19.70-acre vacant lot located at 17150 Dos Amigos Way in the Rural Residential A (RR-A) zone. The project includes proposed grading for future buildings and the establishment of fire fuel modification zones. Once the submittal has been verified as complete and fees paid, it will be routed for review. CAPITAL IMPROVEMENTS Lake Poway Upper Playground Project The shade sail subcontractor completed the placement of the foundation concrete. This week, the play surface subcontractor will be placing the surfacing class II base material for the final subgrade. Four tractor trailers carrying the playground equipment are in route to the project site and are expected to deliver on October 9th and 10th. Director’s Notes October 4, 2023 Page 2 Fiscal Year 2023-2024 Street Maintenance Project About half of Zone 6 utility lids have been raised and the work continues to adjust them to finished grade. Fiscal Year 2023-2024 Citywide Striping Project Zones 2, 4, and 8 are completed. The second coat on Zone 6 pavement markings is underway. Community Park Concrete Ribbon Drain Project City staff has completed review of proposals and negotiations with the selected consultant. Award of a consultant agreement is scheduled for the October 17th council meeting. A project kick-off meeting will commence shortly after. Starridge Park and Community Park Pathways Extension A pre-construction meeting has been scheduled for October 9th. Water Treatment Plant Caustic Soda Tank Replacement The contractor continues to make progress on the tank assembly and is scheduled to completed by October 20th. LAND DEVELOPMENT Bomberger Residence City staff provided engineering comments and redlines to the plans on the second submittal of the grading plan package for a proposed pool, retaining walls and landscape improvements at an existing residence on High Valley Road. Rahimzadeh Residence City staff received the second submittal of the grading plan package for an accessory dwelling unit (ADU) at an existing residence on Claire Drive. Remick Residence City staff has reviewed and signed the mylar grading plans for the proposed residence on Vali Hai Road. Deneris Residence City staff provided engineering comments and redlines to the plans on the second submittal of the grading plan package for a proposed garage at an existing residence on Del Poniente Road. Director’s Notes October 4, 2023 Page 3 Champ Investcorp of San Diego Properties City staff received the first submittal for a boundary adjustment application revising the boundary between two parcels on Rimbach Road.  Cowie Garage City staff received the first submittal of the grading plan package for a garage addition on Gate Drive. INSPECTION The Farm Stoneridge Country Club Lane (G21-0001, STI21- 001) - The underground contractor performed the required water pressure test several times along a new section of the water main and located a leaking connection at the main. The leak was resolved by the re-installation and tightening of the connection. The official pressure test will be performed this week. Occupancy has been granted for lots 59-69 thus Lennar is now focusing on lots 145-148. A job walk was performed at the end of last week and a preliminary punch list has been compiled. Lennar has begun to work on the items on the list. A sewer bypass was set up and tested. This bypass will allow for the existing sewer main to be removed and a new polyvinyl chloride (PVC) sewer main to be installed. The lower portion of the new sewer main, where the sewer bypass will dump into, was tested and passed. This portion is hooked into the live sewer manhole downstream on Cloudcroft Court. New manholes will be built and the line is expected to be placed in to service by the end of this week. Koyo Accessory Dwelling Unit (ADU) Hilltop Circle (SW23-0062) - The preconstruction meeting for the construction of an ADU has been held. The owner and contractor have signed all applicable paperwork and construction is scheduled to begin later this month. Shahzad Residence Saint Andrews Drive (G20-0013) - Inspection staff met with the homeowner and performed a preliminary punch list job walk. The homeowner stated that he believed he would be ready for a final job walk in approximately two to three weeks. Various items that need to be addressed were discussed during the onsite inspection. Director’s Notes October 4, 2023 Page 4 Lyon Estates Larchmont Street (G21-0013) (STI21-003) - The contractor continued to import clean fill material from outside of Poway to fill lot 5. The contractor was required to completely remove a recently placed 4-inch perforated drain behind the newly placed masonry wall at Bio-Basin 2. The pipe became impacted with silt during last month’s rain. The contractor is grooming onsite slopes in preparation for the installation of irrigation and landscaping. McKee Orchard Holly Oak Way (G22-0006) - Last week, the contractor completed most of the testing for the 8-inch water main. This week, the bacteriological testing is scheduled to occur. The contractor has excavated and identified two locations where the new water main will tie into the existing one. The first location is on Holly Oak Way within the cul-de-sac and the second is on Twin Peaks Road fronting the project. Curb and gutter for the new street has been placed. This week, the contractor has begun working on the modified D-25 sidewalk under drains. These drains will channel street water back onto the individual properties for treatment. Wiersum Residence Misty Meadows (G22-0009) - The contractor continues to grade within the project limits. Rock is being utilized onsite for roadways and some Best Management Practices (BMP). Director’s Notes October 4, 2023 Page 5 Sage at Old Coach Old Coach Road (G22-0005) - An onsite sewer manhole was demolished by the contractor due to a recent revision. The revision will add an additional 5-foot section of the 8-inch sewer main, two sewer laterals and a sewer clean out. The base of the manhole was removed and replaced by the contractor. The manhole was then stacked and all joints were sealed to prevent potential water infiltration. It was then vacuum tested and passed. The contractor completed the installation, backfilled the sewer laterals, the clean outs and the new 5-foot section of the 8-inch sewer main. The contractor then began trenching the proposed onsite storm drain as the developer continues construction of the homes on lots 2, 3 and 4. SCHEDULED ROAD/LANE CLOSURES  Possible lane closure on Poway Road between Carriage Road and Civic Center Drive.
