The proposed project is Categorically Exempt from the California Environmental Quality Act (CEQA) as a Class 1 Categorical Exemption, pursuant to Section 15301 of the CEQA Guidelines, in that the project involves minor alterations to an existing building, and the operation of a fitness center is allowed as a conditional use by the underlying CG land use designation.
