Linscott, Law & Greenspan prepared numerous "traffic studies " for The Farm Specific Plan and the
LifeTime Fitness Center proposal. They took deductions in the average daily traffic trips counts due to
being near public transportation, which they knew was a bus that only ran twice a day, on school days.
They also used a "CAPCOA" deduction, subtracting thousands of daily car trips because the project was a
"mixed use" project, even though the residential density of the specific plan area was not sufficient for them
to take this deduction.
Jon Collins from Kimley-Hom signed off on these deductions.
Because of their involvement in what I consider to be bogus traffic studies, I do not think the community
can trust that any of the consulting work from these two groups is valid. I oppose these appointments. They
will undermine public confidence that any traffic studies are forthright and honest.
