CALL TO ORDER
Chair Couvrette called the Regular Meeting to order at 5:10 p.m.

Committee Member Polston led the Pledge of Allegiance.

STAFF ITEMS
1.Approval of the May 10, 2023 Regular Budget Review Committee Meeting Minutes
Interim Director McDermott noted the date in the header of the May 10, 2023 Regular BudgetReview Committee Meeting Minutes as posted was incorrect and has since been corrected to
reflect May 10, 2023.

Vice Chair Pikus stated the draft minutes were an accurate reflection of the May 10, 2023 meeting and motioned approval; the motion was seconded by Committee Member Wilson to approve the May 10, 2023 Regular Budget Review Committee Meeting Minutes. Motion carried 5/0 by the following vote:

2.Discussion and Questions of Fiscal Year 2023-24 Operating Budget
Interim Director McDermott presented the item along with a slideshow presentation, and related handouts were distributed to Committee Members. He noted, due to technical and timing issues, some changes were not incorporated into the revised General Fund Summary page distributed to the committee. He described the udpates to the General Fund and noted an across-the-board
inflationary salary adjustment of 3.0% for all employee groups. Committee discussion ensued regarding the Net General Fund Activity and the Ending Fund Balance.
City Manager Hazeltine explained the proposed position additions and reclassifications. Committee discussion ensued regarding filling positions and actions by other agencies related to recruitment and retention. Chair Couvrette commended staff on thoughtful consideration of
personnel needs and direction for hiring efforts.
City Manager Hazeltine described new programs already incorporated into the proposed budget. Discussion ensued regarding the impact of public and private projects to the community and to City revenue streams; status of the Capital Improvement Program; and general timeline for hiring staff.
The Committee agreed to adjourn the meeting for a short recess.
Chair Couvrette adjourned the meeting for recess at 6:25 p.m.
Chair Couvrette reconvened the meeting at 6:34 p.m. with all members present.

3.Discussion of Recommendations by the Budget Review Committee to City Council
Interim Director McDermott presented the draft Budget Review Committee recommendations memo. Chair Couvrette reminded the Committee of its purpose according to the Budget Review Committee Charter.

Committee members provided staff with edits to the memo. The Committee requested the Statement of Fund Balances in the budget document include notations explaining the calculation of total values to improve readability. The Committee also requested the Budget Overview be moved to the Introduction section ahead of the Personnel Summary, and include additional details regarding proposed personnel changes and the Committee’s support of the City Manager’s
recommendations. Staff will finalize the memo with changes based on feedback from the Committee and Committee Members will sign the final memo the following week.
Committee Member Wilson thanked staff for their efforts with budget development; transparency; and commitment to making Poway a better place to live as well as retaining City staff. Vice-Chair Pikus expressed the City is well run and it was an honor to serve on the Committee. Committee Member Polston expressed his appreciation for everyone’s efforts and allowing him to serve on the Committee. Committee Member Cruz thanked staff and the Committee, and stated he had a wonderful time and learned a lot. Chair Couvrette thanked the public for attending the Budget Review Committee meetings and encouraged participation in future meetings, particularly those that include department director presentations. He acknowledged the value the Poway community
receives is driven by the people who work for the City.

CITY MANAGER ITEMS
City Manager Hazeltine stated he is proud of the services provided to the community. He thanked the Committee for their time, engagement and input, and expressed a commitment to continued
efforts to make them proud.
City Manager Hazeltine described the next steps for preparing the Budget Review Committee recommendations memo, including revising and then emailing a final version to the Committee and scheduling a time to have it signed.

Chair Couvrette adjourned the Regular meeting at 7:32 p.m.
