RESOLUTION NO. P-07-18
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING SIGN PERMIT 07-15,
ASSESSOR'S PARCEL NUMBER 278-450-27
WHEREAS, the City of Poway Community Services Department will be installing
a replacement monument sign at the Poway Center for the Performing Arts, located at
15498 Espola Road in the Public Facilities (PF) zone; and
WHEREAS, Section 17.40.220 of the Poway Municipal Code (PMC) limits the
height of freestanding signs to 6 feet for institutional uses unless approved by the City
Council according to PMC 17.40.260.G; and
WHEREAS, Section 17.40.260.G of the Poway Municipal Code permits the City
Council to approve the construction of a signs up to 15 feet in height if extraordinary
circumstances exist; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The proposed project is Categorically Exempt as a Class 11 Categorical
Exemption from the California Environmental Quality Act (CEQA) pursuant to Section
15311 of the CEQA Guidelines, in that the proposed project is a replacement of a minor
structure (on-premise sign) appurtenant to an existing institutional use.
Section 2: In accordance with PMC 17.40.260.G, the City Council finds that
extraordinary circumstances exist at the Poway Center for the Performing Arts, and that
a sign 15 feet in height is appropriate in that:
A. The sign identifying the building and promoting upcoming events must be
of a height and location near the corner of Espola Road and Titan Way to
be seen by northbound and southbound motorists.
B. An embankment on the west side of Espola Road, immediately south of
Titan Way, obscures the vision of northbound motorists unless the sign is
near the street.
C. Trees along the Poway Center for the Performing Arts and high school
frontage obscure the sign to southbound motorists unless the sign is
higher and near the street.
D. To ensure adequate line of sight for the safe movement in and out of the
Titan Way intersection, the sign needs to be of a sufficient height to
provide adequate visual clearance under the marquee portion of the sign.

Section 3: The City Council hereby approves Sign Permit 07-15 to construct a
15-foot-tall electronic sign at the Poway Center for the Performing Arts, located at
15498 Espola Road in the Public Facilities (PF) zone, as shown on the plans dated
April 21, 2007, subject to the fOllowing conditions:
A. Any signs proposed for this development shall be designed and approved
in conformance with the Sign Ordinance.
B. A Building and an Electrical Permit shall be obtained from the
Development Services Department Building Division.
C. The street address shall be placed on the sign in such a position as to be
plainly visible and legible from the street fronting the property. Said
numbers shall contrast with their background. The minimum height of
address numbers shall be 6 inches.
D. Prior to any work being performed in the public right-of-way, an
Encroachment Permit shall be obtained from the Development Services
Department Engineering Division.
E. The sign location shall comply with Caltrans design standards for sight
distance at a street intersection.
F. All proposed utilities for the sign shall be installed underground.
G. The sign shall be turned off between the hours of 10:00 p.m. and 6:00
a.m. Sunday through Thursday nights, and between 11 :00 p.m. and 6:00
a.m. Friday and Saturday nights. When there are no weekday evening
events at the PCPA, the sign will be shut off at 9:00 p.m. Minor temporary
modifications to this schedule for special events may be considered
subject to the approval of the Director of Community Services.
Section 4: Resolution No. P-95-57 is rescinded.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
