CC 1995 03-30 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING MARCH 30, 1995 The March 30, 1995, meeting, adjourned from the March 28, 1995 regular meeting of the City Council of the City of Poway, was called to order at 5:15 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There ITEM 3 (203-21) POWAY ROAD SPECIFIC PLAN Item introduced by City Manager Bowersox. Poway Road has developed over the past 40 years to be as it is today, strip commercial. This is a long-awaited plan developed by staff and the Poway Road Specific Plan Advisory Committee. Economic revitalization is important to the community. Director of Planning Services Wright-Quastler introduced the Committee members who were present: Chairman Jerry Long, Vice-Chairman Jerry Hargarten, Randy Wilkins and Jeanne Schneider-Hume. She also acknowledged Assistant Planner Jim Lyon, primary staff person in this project. Director Wright-Quastler stated that under the County of San Diego there were few development standards and a shallow strip was created the length of Poway Road for commercial uses. As a result, Poway does not have a several square block commercial downtown and there are conflicts where the commercial uses abut the residential uses behind them. The 5461 Page 2 - CITY OF POWAY - March 30, 1995 City has done as much as it can with sign control, design standards and landscaping. The Committee, appointed in October, 1991, created a vision statement that said, in part, "The Poway Road of the future is envisioned as an economically healthy, family-oriented and mixed-use area which will more effectively serve the product and service needs of the residents and labor force of Poway." She reviewed the steps taken by the Committee to get to this point and showed the architectural styles proposed for the various nodes. Staff proposes a public hearing sometime mid-summer to add the necessary General Plan Designations and zoning categories, redesignation of properties, and adoption of the Specific Plan. Between now and then they will be available to make presentations to various civic groups and homeowner associations. Susan Sheldon, 13411 Starridge Street, stated she wants greater setbacks from Poway Road than is being proposed by staff to give a more open feeling. She suggested master planning for each node and that this level of planning be done for the entire community. Council commended staff and the Committee for their work and asked various questions. They suggested adisplay of the proposed plan to prepared for the May 25, 1995 Economic Development Conference. ITEM 3.1 (1503-28) SAN DIEGUITO RIVER PARK JPA Councilmember Callery requested an item be added to the agenda by making the finding that the need to take action arose within the last 72 hours. She stated that she had received a FAX at her home Tuesday night from Supervisor Diane Jacobs regarding an item that will be on the Supervisors' agenda Tuesday, April 4, 1995 to eliminate the focused planning area of the San Dieguito River Valley Open Space Park in the unincorporated area east of Interstate 15. Councilmember Callery feels that some of the newly-elected Supervisors do not have the background on this enormous 15 year planning effort and would like for the City Council to request the Supervisors to continue this item until they can review the appropriate information. Motion by Mayor Higginson, seconded by Councilmember Rexford to add this item to the agenda since the need to act arose within the past 72 hours as reported by Councilmember Callery. Motion carried 4-0 with Councilmember Emery absent. Council discussed the impact this proposed Board action would have. Motion by Mayor Higginson, seconded by Councilmember Callery to send a letter to the Board of Supervisors with some background information on the JPA and requesting a continuance. Motion carried 4-0 with Councilmember Emery absent. Mayor Higginson requested a presentation regarding the Park be added to the April 4, 1995 agenda.
