RESOLUTION NO. 07-065
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, ESTABLISHING A NO STOPPING, STANDING OR PARKING
ZONE ON THE WEST SIDE OF BUDWIN LANE AND INSTALLING A
STOP SIGN ON THE EAST SIDE OF BUDWIN LANE AT THE POWAY UNIFIED
SCHOOL DISTRICT PARKING LOT DRIVEWAY
WHEREAS, Section 21100 of the California Vehicle Code permits local authorities to
adopt rules and regulations by Ordinance or Resolution to regulate traffic by means of official
traffic control devices; and
WHEREAS, Section 21351 of the California Vehicle Code permits local authorities to
place and maintain such traffic signs upon streets and highways as may be necessary to
properly indicate and carry out the provisions of the local ordinances and to warn or guide
traffic; and
WHEREAS, Section 21354 of the California Vehicle Code permits local authorities to
designate any highway under its jurisdiction as a through highway and to erect stop signs at
entrances thereto; and
WHEREAS, Section 10.28.080 ofthe City's Municipal Code authorizes the City Council
to prohibit stopping, standing or parking in order to eliminate a hazardous condition; and
WHEREAS, Section 10.24.010 ofthe City's Municipal Code authorizes the City Council
to designate any street within the City as a "through highway" and place stop signs at all
entrances to the highway or portions of the highway; and
WHEREAS, the City Council of the City of Poway has determined that the west side of
Budwin Lane between the intersection of Twin Peaks Road and Budwin Lane and a point 330
feet to the north should be established as a "No Stopping, Standing or Parking at Any Time"
zone to improve the traffic safety in this area; and
WHEREAS, the City Council of the City of Poway has determined that Budwin Lane
north of Twin Peaks Road is designated as a through highway and a stop sign with
appropriate markings should be installed at the Poway Unified School District parking lot
driveway on the east side of Budwin Lane just north of Twin Peaks Road.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway as
follows:
Section 1: In accordance with Section 21351 of the California Vehicle Code, the east side
of Budwin Lane between the intersection of Twin Peaks Road and Budwin Lane and a point
330 feet to the north shall be established as a "No Stopping, Standing or Parking at Any Time"
zone.

Section 2: In accordance with Section 21354 of the California Vehicle Code, Budwin Lane
north of Twin Peaks Road is designated as a through highway, and a stop sign with
appropriate markings shall be installed at the Poway Unified School District parking lot
driveway entrance on the east side of Budwin Lane just north of Twin Peaks Road.
PASSED, ADOPTED, AND APPROVED by the City Council of the City of Poway at a
regular meeting thereof this 7th day of August, 2007.
