Ord 84ORDINi~gC~ NO. 84 AN ORDINANCE OF THE CITY OF POP'AY, CALIFORNIA EST~RLISHINS A MDRATORIL~ ON THE WITHDRA~%L OF OD~RCIAL RENTAL UNITS FROM THE RENTAL MARKET THE CITY COUNCIL OF THE CITY OF PO~AY DOES ORDAIN AS FOLLOWS: Section 1. The conversion of cc~a~rcial rental units to private ownership constitutes a current and i~nediate threat to the public health, safety and/or welfare of the c~L,~,~nity. ~dditional approvals of subdivisions, rezones, land use permits, variances, building permits, or any other applicable entitlement for use which is required in order to ccmply with the Zoning Ordinance, would result in a threat to the public health, safety and/or welfare. Section 2. All zoning and regulatory ordinances notwithstanding, no permits or approvals of any projects, as defined by the California Public Resources Code, shall be accepted for processing or approval if said project has the effect, either directly or indirectly, of decreasing the number of available commercial rental units in the City of Poway. Section 3. This Ordinance shall be of no further force and effect forty five (45) days after its effective date. Section 4. This Ordinance shall take effect thirty (30) days after adoption and shall within fifteen (15) days of adoption be published with the names of the Councilmembers voting for and against the same in the Poway News Chieftain, a ne~paper of general circulation, printed and circluated within the City of Poway.
