MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
DECEMBER 14, 1995
The December 14, 1995, meeting, adjourned from the December 12, 1995
regular meeting of the City Council of the City of Poway, was called to order at
7:03 p.m., by Mayor Higginson at the Community Center, 13094 Bowron Road, Poway,
California.

Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

POMERADO CREEK IMPROVEMENTS
Staff report by City Manager Bowersox. In January, 1992, the Federal Emergency
Management Agency (FEMA) initiated a flood study for Pomerado Creek. Pomerado
Creek provides drainage for approximately four square miles located east and
west of Pomerado Road from Poway Creek to Pomerado Hospital. The limits of the
study are from Poway Creek to Glen Oak Road. In November, 1994, preliminary
floodplain maps were submitted to the City. In June, 1995, FEMA completed their
study and advised the City of their intent to publish the preliminary maps and
conduct a gO-day comment and appeal period. On September 18, 1995, staff
submitted an appeal of the preliminary flood study for Pomerado Creek. On
September 26, 1995, the City Council directed staff to conduct surveys, technical
studies, and determine the cost of the improvements necessary to contain the
flood waters within the Pomerado Creek concrete channel should be FEMA study be
verified.
Staff recommends construction of a 20 acre foot detention basin east of Pomerado
Road and north of Abraxas High School, addition of a reinforced concrete box to
the existing box culvert under Pomerado Road at Robison Blvd. and other

transitional structures to reduce the flow restriction at Glen Oak. The cost is
estimated to be $1,100,000 and staff has identified seven sources of funding.
Mayor Higginson noted that the detention basin will be double as soccer fields
in dry weather.

Motion by Councilmember Emery, seconded by Councilmember Rexford to: 1) direct
staff to submit a letter immediately to FEMA describing the conceptual
improvement plan, schedule, and funding; requesting FEMA to delete this area from
floodplain mapping; 2) direct staff to initiate the preliminary design needed for
submittal of the Conditional Letter of Map Revision (CLOMAR) to FEMA and proceed
with the final design and construction of the proposed improvements in
Alternative 2 of the Nolte Study; 3) appropriate $1,100,000 for construction of
the improvements from the sources identified by staff. Motion carried 4-0 with
Councilmember Callery absent.
ADJOURNMENT
Mayor Higginson adjourned the meeting at 8:10 p.m. on motion by Councilmember
Emery, seconded by Councilmember Cafagna.
