RESOLUTION NO. 07-075
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
SUPPORTING THE SAN DIEGUITO WATERSHED
MANAGEMENT PLAN
WHEREAS, the San Dieguito Watershed encompasses an area of approximately
346 square miles, and includes portions of the cities of Del Mar, Escondido, Poway, San
Diego, Solana Beach and unincorporated areas in San Diego County; and
WHEREAS, in 2004, the San Dieguito Watershed Stewardship Initiative Group
(WSIG) was formed to develop the San Dieguito Watershed Management Plan
(WMP); and
WHEREAS, the City of Poway City Council wishes to support the San Dieguito
Watershed Action Plan that sets forth the guidelines for maintaining and enhancing the
long-term health of the watershed's resources; and
WHEREAS, the San Dieguito Watershed Management Plan presents a unique
opportunity for coordinated and thorough watershed assessment, monitoring and
management, and the programs included in the Action Plan will assess the state of
water quality, water supply, biological resources and habitat, and social and community
resources; and
WHEREAS, the diverse array of programs and projects in the Action Plan are
intended to complement and work in coordination with the existing municipal storm
water Jurisdictional Urban Runoff Management Program (JURMP), Watershed Urban
Runoff Management Program (WURMP) and Standard Urban Stormwater Mitigation
Plan (SUSMP) required under the National Pollution Discharge Elimination System
(NPDES). Additionally, the WMP extends beyond the scope and objectives of the
NPDES permit to address other resource issues relevant to watershed management,
such as conservation and reuse of water, and protection and enhancement of biological
resources; and
WHEREAS, supporting and implementing the plan will also enable the San
Dieguito River Park and the City of Poway to be more competitive in receiving grant
funding because obtaining funding from state and federal sources is much more
successful when applied for under the cover of an existing watershed management plan
and with the support of member agencies; and
WHEREAS, on October 9, 2007, the City Council held a duly advertised public
hearing to solicit comments from the public, both pro and con, relative to this
application; and

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The Watershed Master Plan is excluded from the preparation of an
Environmental Impact Report under Section 2.6(15) of the California Environmental
Quality Act. This section excludes projects undertaken by a local agency to implement
a rule or regulation imposed by a State Agency, board or commission under a certified
regulatory program.
Section 2: The City Council hereby supports the San Dieguito Watershed
Management Plan, and the City's utilization of the document as a reference and guide
for both public and private development projects in the City of Poway.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
State of California, this 9th day of October 2007.
