CC 1996 02-01 CITY OF POgAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING FEBRUARY 1, 1996 The February 1, 1996, meeting, adjourned from the January 30, 1996 regular meeting of the City Council of the City of Poway, was called to order at 5:05 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There ITEM 3 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: COX CALIFORNIA PCS, INC. Staff report by City Manager Bowersox. There are three Pre-development Conferences on this agenda for telecommunication facilities on the Pomerado Reservoir near Brookstone and Sagecrest Streets. The telecommunications industry is in a rapid state of change. Legislation being adopted will allow current telephone providers to provide cable services and vice versa. Antenna sites will be valuable. If the City Council determines public sites are an appropriate place for this use, we need to determine what the value of the site is and if they should be exclusive or multiple use. Staff recommends the City Council authorize hiring a consultant to look at these issues if the reservoir sites are considered good locations. 5724 Page 2 - CITY OF POWAY - February 1, 1996 Theodore Shaw, 3530 Camino del Rio North, JM Consulting Group, is in charge of design sites for Cox California PCS, Inc. He stated that personal communication services are a digital technology that combines voice, data, fax and paging services. The cabinet for a cell site is 5 feet tall and 5 to 67 cabinets are proposed for this site. They would be painted to match the reservoir. In addition, antenna panels would be attached to the reservoir. He noted the other sites being proposed in Poway are on private property. In response to Council query as to the level of City review, Director of Planning Services Wright-Quastler stated staff will review them like any other equipment. ITEM 4 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: PACIFIC BELL MOBILE SERVICES The representative from Pacific Bell Mobile Services, also a personal communication service, stated their equipment would consist of six plastic panel antennas attached to the reservoir and 2 6 x 4 x 2 cabinets. ITEM 5 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: AIRTOUCH CELLULAR Mark Lindemann, representing Airtouch Cellular, stated they propose to have 10 directions I x 2 antennas, west facing, and a microwave dish in a 10 x 20 equipment building. The antennas would be on 10 foot poles and are not attached to the reservoir. Council concurred there are concerns regarding what the site would look like and that a consultant to develop some policies would be beneficial. (Councilmember Cafagna arrived at 5:30 p.m.) ITEM 6 (203-18) PRE-DEVELOPMENT CONFERENCE APPLICANT: WET 'N WILD City Manager Bowersox stated that the City Council held a pre-development conference in 1989 for a Raging Waters facility in the business park, but an application was never filed. George Milllay, President of Wet 'n Wild, is one of the most successful operators of water parks in the world. He is proposing to build one in the business park. George Millay, 3726 Riviera Drive, San Diego, introduced his team, including Brian Butler, community relations; John Seeger, Senior Vice President of Marketing; and Billy Goetz, Senior Vice President of Development. He stated he 5725 Page 3 - CITY OF POWAY - February 1, ]996 is interested in Poway because it is a central location, has good weather and good access. He showed a video illustrating one of the parks. He stated they have an option for 60 acres on the Scripps Poway Parkway and propose to initially develop 37 acres with parking for 1,800 cars and 40 buses. They will be open from April to October. Council discussed the impact on the "City in the Country" image; what the results of the community survey would show; the possibility of an election on this issue; and the necessity of getting community input early.
