CC 1996 03-14 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING MARCH 14, 1996 The March 14, 1996, meeting, adjourned from the March 12, 1996 regular meeting of the City Council of the City of Poway, was called to order at 5:05 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILMEMBERS PRESENT AT ROLL CALL Susan Callery, Bob Emery, Betty Rexford, Don Higginson COUNCILMEMBERS ABSENT AT ROLL CALL Mickey Cafagna (Councilmember Cafagna arrived at 5:45 p.m.) STAFF MEMBERS PRESENT James Bowersox Marjorie Wahlsten John Fitch Bob Thomas Patrick Foley City Manager City Clerk Assistant City Manager Director of Community Services Principal Management Analyst PUBLIC ORAL COMMUNICATIONS Mayor Higginson explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM 3 (1503-00) YOUTH ACCESS TO ALCOHOL TASK FORCE Dr. Frank Goldsmith of the CLEAN Foundation presented survey results of students in the Poway Unified School District who reported drinking at various grade levels. The percentages are increasing. Two teenage girls were present to talk about ways young people get liquor and stressed that drinking is not a rebellious act today. The teenage scene is a party scene and everyone drinks as part of their life. Gerald Warren, retired editor of the Union Tribune, and a member of the Youth Access to Alcohol Policy Panel stated that adults are responsible for the alcohol children get and we need to adopt policies that will limit that access. (Councilmember Cafagna arrived at 5:45 p.m.) Ray DiCiccio, Pathfinders, and Chair of the Policy Panel Steering Committee, stated they have developed fifteen recommendations they would like the City Council to consider. 5758 Page 2 - CITY OF POWAY - March 14, 1996 Following discussion, Council concurred that they are always willing to look at issues like this and it would be appropriate for the Wellness Task Force to consider these recommendations and bring a proposal to the Council. They thanked Dr. Goldsmith, Mr. Warren and Mr. DiCiccio for their presentations. ITEM 4 (1207-05) REGIONAL TRANSIT ISSUES Councilmember Emery presented information from today's Metropolitan Transit Development Board (MTDB) agenda regarding the Regional Services Fund Formula and the change for 1996-97 that was adopted by their Board. He stated that MTDB is the only transit district in the State that gives some funds directly to each member jurisdiction to allocate for transit services of their choice, rather than pooling funds to be allocated by their Board. Currently only 5% of our allocation is required to go for regional services, however, there are pressures being brought that will require everyone to contribute more of their allocation to the regional efforts. City Manager Bowersox pointed out that there are no general fund monies going to transit. We contract with County Transit to administer our transit program. Director of Community Services Thomas reviewed the costs for complying with the Americans with Disabilities Act in transit services, effective next year.
