PROCLAMATIONS AND AWARDS . Presentation of 30-Year Service Award to William Cummins, Fire Engineer. Mayor Cafagna and Safety Services Director Mark Sanchez presented Williams Cummins with his award. . Presentation of Proclamations declaring the week of October 22 - October 26, 2007 as Red Ribbon Week and Character Counts! Week. Mayor Cafagna presented the proclamations to Poway Unified School District Representatives: Todd Gutschow, Board Member; Jeff Mangum, Board Member; Linda Ellet, Student Support Services; and Cindy Hicks, Student Support Services. 8943 Page 2 - CITY OF POWAY - October 16, 2007 PROCLAMATIONS AND AWARDS (continued) . Presentation of Award from American Public Works Association (APWA) for the Solara Affordable Housing Development. This item was removed from the agenda. . Presentation of Proclamation declaring October 2007 as Domestic Violence Awareness Month. Mayor Cafagna presented the proclamation to Joye Davisson, Barbara Lerma, Sonia McCalley, Jan Rubacky and Diana Smith. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedures for Public Oral Communications noting that State law may prohibit the City Council from taking action on items not on the agenda, and items will be referred to staff. The following people spoke: Natalie Erb and Kevin LaRue, Poway, spoke about their senior project at Poway High School. They asked the City Council to ban the use of plastic bags in Poway and presented their plans to promote reusable bags. Council consensus was for staff to bring the issue back for action. Joe St. Lucas, Poway, objected to MTS' proposed increase of bus rates and asked the City Council to come up with innovative ways to encourage ridership. Connie Messina, Poway, asked for a commitment to end animal abuse and while residents may expect summer fireworks, she asked for the names of the individuals who donate money for the fireworks as she will ask them to redirect those funds to an animal shelter. Chris Schmid, San Diego, requested the City Council have Sportsplex USA reconsider their decision to close its roller hockey rink in favor of a soccer field. Mr. Schmid provided a handout. STAFF REPORTS 1. Initiation of Specific Plan Amendment 84-01C(4) to the South Poway Specific Plan to change the Land Use Designation on a developed property located at 12925 Brookprinter Place from Light Industrial to Industrial Park; Bothwell International Ltd., Applicant. APN: 317-224-22. (0220-60) Patti Brindle, Interim Director of Development Services, presented the staff report. This is a request to initiate an amendment to the South Poway Specific Plan (SPSP) to change the Land Use Designation of a property located at 12925 Brookprinter Place from Light Industrial to Industrial Park pursuant to procedures contained in the SPSP. The Industrial Park designation provides for a broader range of office uses that are desired in the Business Park. There were no public speakers on this item. 8944 Page 3- CITY OF POWAY - October 16, 2007 Motion by Councilmember Emery, seconded by Deputy Mayor Boyack to adopt Resolution No. 07-076, entitled: "A Resolution of the City Council of the City of Poway, California, Initiating Specific Plan Amendment 84-01 C(4) to the South poway Specific Plan to Change the Land Use Designation on a 1.1-Acre, Developed Property Located at 12925 Brookprinter Place from Light Industrial to Industrial Park APN: 317- 224-22." Motion carried 5-0. WORKSHOP ITEM 2. Town Center Development Parameters and Developer Solicitation Process. (0240-30) Ingrid Alverde, Housing Program Manager, and Patti Brindle, Interim Director of Development Services, presented the staff report. On August 1,2006, staff presented to the City Council the concept to create a Town Center in the heart of Poway. The concept built upon previous efforts to establish a mixed-use district along Poway Road. The proposed planning area includes Community Park and the commercial properties on Poway Road from Poway Fun Bowl to just west of the Dixieline Center. In May of this year, staff conducted a workshop on design considerations for Council discussion. Staff has since tested the market and site yield assumptions for Town Center, identifying challenges and opportunities. A set of broad development parameters that are linked to Poway's Town Center vision and goals are recommended as the basis for seeking developer interest. The following people spoke on this issue: Jerry Hargarten, Poway, supports the solicitation of developer interest; however is concerned about the financial feasibility of the project, the lack of a market analysis on retail uses, the possibility of having to move the Sheriffs Station, and the incorporation of the Community Park into the Town Center plan. Toni Bates, Poway, stated she was excited about changing the heart of the City and supports the Town Center concept. Lynette Perkes, Poway, expressed concerns of the project's negative impacts on Community Park, the current and ongoing water shortage, and development that are not consistent with the General Plan. Connie Messina, Poway, recommended the project be scaled back, especially the building heights. Mike Fry, Poway, expressed his concerns with the height limit. Mike Davis, Poway, supports going forward on the project, but has concerns with the increased height limit, shortage of parking, market and financial feasibility and on- going maintenance. 8945 Page 4- CITY OF POWAY - October 16, 2007 Susan Davis, Poway, stated she was concerned as to how the library fits into the Town Center concept and what appears to be a proposed road going through the library parking lot. Dee Fleischman, Poway, spoke on the importance of green space and is concerned with the development over two stories. She also provided a handout on trees and property values. Motion by Councilmember Emery, seconded by Councilmember Higginson, directing staff to prepare the draft request for interest addressing the areas of limitations and concerns raised by the City Council including: housing density, limit building height to 3-stories, parking, water conservation, possibility of having to move the Sheriffs Station, financial feasibility, and open space; and to bring the draft proposal back to City Council for approval. Motion carried 5-0. CONSENT CALENDAR Motion by Councilmember Higginson, seconded by Council member Emery, to approve the Consent Calendar, Items 3, 5-6 and 8-9.1 except for item 7, which was removed at the request of a member of the public for discussion. Motion carried 5-0. 3. Approval of Minutes - City Council September 18,2007 Regular Meeting 5. Approval of Development Plan and Schedule for a Sewer System ManaQement Plan. (0940-80) 6. Approval of Consultant AQreement with Winzler & Kelly Consulting Engineers for as-needed engineering design services for the period of October 16, 2007 through October 16, 2008. (0700-10) 7. Adoption of Resolution No. 07-077, entitled: "A Resolution ofthe City Council of the City of Poway, California, OrderinQ the Summarv Vacation of the Southerly 128.70 Feet ofthat Portion of Sycamore Avenue Lying North ofthe Nursery Tract as Shown on Piermont, Map No. 785 (VAC 07-01)." Dee Fleischman, Poway, requested clarification regarding the location ofthe vacation. Motion by Councilmember Emery, seconded by Councilmember Rexford, to adopt the resolution as submitted. Adoption of Resolution No. 07-078, entitled: "A Resolution ofthe City Council of the City of Poway, California, Ordering the Summary Vacation of a Portion of a Water Utility Easement (VAC 07-02)" located within the Pomerado Hospital property on Pomerado Road. Approval of the Release of Gradina Securities for Brookprinter Place located at the northwest corner of Community Road and Stowe Drive.
