Ord 663 ORDINANCE NO. 663 AN ORDINANCE OF THE CITY OF POWAY, CALIFORNIA, AMENDING TITLE 17 OF THE POWAY MUNICIPAL CODE (SECTION 17.21.090) PERTAINING TO SIGNS IN THE HOSPITAL CAMPUS (HC) ZONE (ZONING ORDINANCE AMENDMENT 07-06) WHEREAS, the City Council finds that it is necessary from time to time to amend the Zoning Development Code to reflect changing conditions in the community; and WHEREAS, the City Council finds that the current sign standards for the HC zone need to be updated to accommodate way finding for the public through the expanding Pomerado Hospital campus site; and WHEREAS, on November 6, 2007, and November 27, 2007, the City Council. held duly advertised public hearings on the proposed amendment. NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF POWAY DOES ORDAIN AS FOllOWS: Section 1: The City Council finds that the adoption of this Ordinance is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) because it involves the modification of a regulation that would enable the placement of signs on a development site and there is no possibility this will have a significant effect on the environment Section 2: That Chapter 17.21.090 of the Municipal Code is amended to read as follows: A. One freestanding sign identifying the hospital campus may be maintained at each entrance to a public street. No such sign shall be higher than eight feet, measured from the adjacent grade, nor more than 65 square feet in area. B. In addition to entry identification signs permitted under Subsection A of this Section, additional directional signs may be provided as necessary to ensure safe and efficient onsite circulation and appropriate identification of emergency services. No such sign shall be higher than eight feet, measured from the adjacent grade; more than 65 square feet in area; or readily visible to the public right-of-way. C. Building wall-mounted signs are permitted in accordance with the following: 1. Maximum Number. One per building frontage for each Hospital building, not to exceed two with the exception that the Outservices Patient Pavillion may have one additional sign for a combined total of three for that building only. Signs may be combined on a single building frontage. ~-------~ --..- --- -.- Ordinance NO.663 Page 2 2. Maximum Area. One hundred fifty square feet for each sign. Combined sign area not to exceed fifteen percent of the building face. 3. Maximum Height. Letter height maximum of four feet. Not to project above the building roof line D. A Comprehensive Sign Program shall be required pursuant to Section 17.40.080. E. Except as provided in this section, signs shall comply with the provisions contained in Chapter 17.40. EFFECTIVE DATE: This Ordinance shall take effect and be in force thirty (30) days after the date of this passage; and before the expiration of fifteen (15) days after its passage, it shall be published once with the names and members voting for and against the same in the Poway News Chieftain, a newspaper of general circulation published in the City of Poway. Introduced and first read at a regular meeting of the City Council of the City of Poway held this 6th day of November 2007, and thereafter PASSED AND ADOPTED at a regular meeting of said City Council held the 27th day of November 2007.
