RESOLUTION NO. 07 - 085
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA
APPROVING THE SUBMITTAL OF AN APPLICATION FOR DISASTER RELIEF
FINANCIAL ASSISTANCE UNDER PUBLIC LAW 93-288 AND/OR
THE CALIFORNIA DISASTER ASSISTANCE ACT
WHEREAS, the City of Poway declared a State of Emergency on October 22,2007,
as a result of the devastating wildfire known as the Witch Creek Fire; and
WHEREAS, Damage within the jurisdiction of the City of Poway included the
destruction of over 7,000 acres, 90 homes, at least 11 accessory structures, one quasi-
public entity building, damage to at least 5 homes, and damage to public property totaling
approximately $1.6 million; and
WHEREAS, Federal financial assistance under Public Law 93-288 as amended by
the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or State
financial assistance under the California Disaster Assistance Act may be available to the
City of Poway for municipal infrastructure recovery; and
WHEREAS, the Federal Emergency Management Agency (FEMA) is coordinating
the Public Assistance Program to provide grant assistance for the repair, replacement, or
restoration of disaster-damaged publicly owned facilities; and
WHEREAS, the City of Poway will file an application for assistance with the Office of
Emergency Services of the State of California for the purpose of obtaining disaster
assistance.
NOW, THEREFORE, BE IT RESOLVED by the City Council ofthe City of Poway as
follows:
The City Manager, or the Director of Public Works, or the Director of Administrative
Services is hereby authorized to execute for and in behalf of the City of Poway, a public
entity established under the laws of the State of California, an application and to file it in
the Office of Emergency Services for the purpose of obtaining certain federal financial
assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief
and Emergency Assistance Act of 1988, and/or state financial assistance under the
California Disaster Assistance Act.
The City of Poway, a public entity established under the laws of the State of
California, hereby authorizes its agents to provide to the State Office of Emergency
Services for all matters pertaining to such state disaster assistance the assurances and
agreements required.
