A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF POWAY, CALIFORNIA
APPROVING DEVELOPMENT REVIEW 07-06
ASSESSOR'S PARCEL NUMBER A PORTION OF 278-281-01
WHEREAS, Development Review (DR) 07c06 is proposed by the City of Poway to
install a 2,225-square-foot, prefabricated building to replace the existing 1,330-square-foot
administrative office prefabricated building at the Lake Poway Recreation Area located at
14692 Lake Poway Road, in the Open Space Recreation (OS-R) zone; and
WHEREAS, on December 18, 2007, the City Council considered this application.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows:
Section 1: The proposed project is Categorically Exempt, as a Class 1 Categorical
Exemption, from the California Environmental Quality Act (CEQA) pursuant to Section
15301 of the CEQA Guidelines, in that the project involves the construction of a
replacement building on a developed public park site involving no expansion of the existing
use.
Section 2: The findings, in accordance with Section 17.52 of the Poway Municipal Code,
for DR 07-06 to install a 2,225-square-foot prefabricated building to replace the existing
prefabricated, 1,330-square-foot administrative office building at the Lake Poway
Recreation Area located at 14692 Lake Poway Road, in the Open Space Recreation (OS-
R)zone
A The project is consistent with the City General Plan, in that it has been designed to
comply with the development standards in the Poway Municipal Code.
B. The project will not have an adverse health, safety, or aesthetic impact upon
adjoining properties in that the project is in compliance with all City development
standards.
C. That the project is in compliance with the Zoning Ordinance in that the project
complies with all City development standards, including those relating to building
setbacks, building heights, and lot coverage.
D. That the development encourages the orderly and harmonious appearance of
structures and property within the City as the proposed structure is consistent with
and complementary to surrounding buildings.
Section 3: The City Council hereby approves DR 07-06 to install a 2,225-square-foot
prefabricated building to replace the existing, prefabricated, 1,330-square-foot
administrative office building at the Lake Poway Recreation Area located at 14692 Lake

Poway Road, in the Open Space Recreation (OS-R) zone, as shown on the plans dated
July 19, 2007, subject to the following conditions:
A Approval of this DR shall apply only to the subject project and shall not waive
compliance with all sections of the Zoning Ordinance and all other applicable City
Ordinances in effect at the time of Building Permit issuance.
B. Prior to issuance of the Building Permit the applicant shall:

1. If any grading is to exceed 50 cubic yards of earthwork, or if any cut is
greater than two feet in vertical depth and creates a cut slope steeper than
2:1 (two horizontal to one vertical), or if any fill is more than one foot in
vertical depth, then the property owner shall apply for a Grading Permit and
submit a grading plan for review and approval to the City Development
Services Department If the above conditions do not apply, the property
owner shall provide written certification from a state registered civil engineer
or licensed architect indicating the actual quantity of earthwork involved and
pay a $500 inspection fee as deemed necessary by the City Engineer.
2 A $2,000 erosion control cash security deposit shall be posted with the City
as deemed necessary by the City Engineer.
3 The applicant shall attend a pre-construction meeting, at which time the
applicant shall present an Action Plan that identifies measures to be
implemented during construction to addresserosion, sediment, and pollutant
control. Compliance for erosion control can be provided using one or more
of the following guidelines:
a. Provide an onsite de-silting basin with a volume based on 3,600 cubic
feet per tributary acre drained.
b Cover all flat areas with approved mulch.
c. Install an earthen or gravel bag berm that retains three inches of water
over all flat areas prior to discharge, effectively creating a de-silting
basin from the pad.
4. Erosion control, including, but not limited to, a de-silting basin, shall be
installed and maintained by the property owner throughout construction of
the project
5 The site shall be developed in accordance with the approved site plan and
conditions of approval on file in the Development Services Department and
the conditions contained herein.
6. Construction staking is to be installed and inspected by the Engineering
Inspector prior to any clearing, grubbing, or grading.

7 Prior to the removal of any tree, the applicant shall obtain the approval of a
Tree Removal Permit from the Public Works Department Replacement
trees that may be required through the permit shall be installed prior to
occupancy.
C. The following shall be completed to the satisfaction of the Fire Marshall:
1. Roof covering shall be fire retardant as per UBC Sections 1503 and 1504,
UBC Standard 15-2, and City of Poway Ordinance No. 64 and its amended
Ordinance No. 526.
2. The building shall display its numeric address in a manner visible from the
access street Minimum size of the building numbers shall be six inches on
the front facade ofthe building. The building address shall also be displayed
on the roof in a manner satisfactory to the Director of Safety Services, and
meeting Sheriff's Dept - ASTREA criteria.
3. Every building hereaftefconstructed shall be accessible to Fire Department
apparatus by way of access roadways with all-weather driving surface of not
less than 20 feet of unobstructed width, with adequate roadway turning
radiUs capable of supporting the imposed loads of fire apparatus having a
minimum of 13'6" of vertical clearance. This 20-foot access width is the
minimum required for Fire Department emergency access. In most cases,
City Engineering standards will be more restricting. The more restrictive
standard shall apply. The Fire Chief, pursuant to the City of Poway Municipal
Code, shall approve the road surface type.
4 A 'Knox' Security Key Box shall be required for the building at a location
determined by the City Fire Marshal.
5. Fire Department access for use of fire fighting equipment shall be provided
to the immediate job construction site at the start of construction and be
maintained at all times until construction is completed.
6. Minimum 3A:40BC fire extinguisher required for every 3,000 square feet and
75' travel distance.
D. Prior to occupancy, the applicant shall:
1. An adequate drainage system around the building pad capable of handling
and disposing all surface water shall be provided to the satisfaction of the
Engineering Inspector.
2. Any proposed utility service for the building shall be placed underground.

3. The applicant shall repair any and all damages, to the satisfaction of the City
Engineer, to Lake Poway Road caused by construction activity from this
project
Section 4: The approval of DR 07-06 shall expire on December 18, 2009, at 5:00 p.m.,
unless the applicant has obtained a Building Permit pursuant to this approval prior to the
expiration date.
PASSED, ADOPTED and APPROVED by the City Council of the City of Poway,
