CC 1996 08-15 CITY OF PONAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING AUGUST 15, 1996 The August 15, 1996, meeting, adjourned from the August 13, 1996 regular meeting of the City Council of the City of Poway, was called to order at 5:05 p.m., by Deputy Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. Director of Administrative Services Director of Community Services Director of Engineering Services Assistant to the City Manager PUBLIC ORAL COMMUNICATIONS Deputy Mayor Cafagna explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM 1 (202-01) 1996-07 GOALS & OBJECTIVES Staff report by City Manager Bowersox. Annually, the City Council reviews the status of Goals and Objectives established previously to begin developing Goals and Objectives for inclusion in the upcoming fiscal year's financial plan. The Budget Review committee suggested consolidation of the goals with a clearer tie- in to the budget document. Council discussion included: need to educate the public on the impacts of the Fox Initiative and the library sales tax; need to prepare a summary of accomplished goals; need to evaluate YMCA Pryde Program to determine if it's worthwhile enough to look for new funding sources when the current funding is gone; goal to meet with the advisory committees on an annual basis; goal to identify some volunteer opportunities for school age children; need to work on funding source for parking facilities, interpretive program, and informational kiosk at Blue Sky Ranch; desire to explore putting train tracks down Midland Road from Old Poway Park to 5887 Page 2 - CITY OF POWAY - August 15, 1996 Poway Road; explore Pac Bell grants for technology in the library; look at making Scripps Poway Parkway a State highway; status of golf course and resort; desire to stay proactive on attracting an outlet mall; need for Alcohol Beverage Control training course for retailers; request to reword goal of "youth-teen center" to "provide recreational opportunities for teens"; look at establishing an in-line skating faciity; and need to push for mass transit up the 1-15 corridor. ITEM 2 (202-01) GOALS & OBJECTIVES ECONOMIC DEVELOPMENT PROGRAM Staff report by Assistant City Manager for Economic Development Fitch. In June the City Council created the position of Assistant City Manager - Economic Development in order to have a more intensive, high-level commitment to economic development. The City Manager's Office was reorganized by having Assistant City Manager Fitch assume that position. Staff is requesting input from the City Council regarding their goals and objectives for the economic development program. Assistant City Manager Fitch stated he has met with the Chamber of Commerce and developers in the South Poway Business Park. He reported on recent activity in the business park. He will be meting with other cities to see what works for them. Councilmember Cafagna cited the success of the City of Vista's Economic Development Conference which has sponsorships by large business and property owners in the City that gets them involved in assuring the economic health of the community. He stated that many businesses start in Poway because the rents are very cheap and they don't have the capital or the expertise to be successful. Councilmembers Rexford and Cafagna agreed to serve as a Council subcommittee to assist Assistant City Manager Fitch in meeting with potential developers and the business community. Council suggested updating the brochure, "Doing Business in Poway," and working on an implementation plan for the Poway Road Specific Plan.
