RESOLUTION NO 08-013
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY,
CALIFORNIA, APPROVING AND ADOPTING THE CITY OF POWAY'S
REVISED JURISDICTIONAL URBAN RUNOFF MANAGEMENT PROGRAM
WHEREAS, on February 12, 2002, the City Council adopted the City of Poway's
Jurisdictional Urban Runoff Management Program (JURMP) in compliance with Order No
2001-01, National Pollutant Discharge Elimination System (NPDES) Permit No
CAS0108758 issued by the California Regional Water Quality Control Board, San Diego
Region (SDRWQCB) , and
WHEREAS, on January 24, 2007, the SDRWQCB issued Order No 2007-0001,
which revises the requirements of Permit No CAS0108758 and mandates that all
Copermittees, including the City of Poway, update their ordinances and JURMPs as
necessary to meet the new Permit requirements, and
WHEREAS, on March 4, 2008, the City Council adopted Ordinance No 671,
amending Chapters 1309,1641 through 1650, and 16 100 through 16 108 of the Poway
Municipal Code, which provides the City adequate legal authority to carry out the
responsibilities of the new Permit; and
WHEREAS, the City has prepared a revised JURMP containing specific measures the
city will require for all planning and construction activities and existing development, and
specific activities the City must implement at all municipal facilities, and
WHEREAS, the JURMP includes detailed technical specifications for storm water
management, discharge control, and Best Management Practices (BMPs) to ensure
compliance with the new requirements of the Permit.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Poway
as follows.
Section 1. The City of Poway revised JURMP is hereby approved and adopted and
supersedes the JURMP adopted on February 12, 2002.
Section 2: Staff is hereby authorized and directed to file the City of Poway's JURMP with
the SDRWQCB by March 24, 2008
Section 3' The City Manager is hereby authorized and directed to implement the specific
measures the City will require for all planning and construction activities and existing
development beginning March 24,2008, to ensure all public and private facilities and existing
and new development meet the requirements of the NPDES Permit.
