REGULAR MEETING
FEBRUARY 12, 2008
The January 12, 2008, Regular Meeting of the City Council of the City of Poway was called to
order at 7'02 p,m. by Mayor Cafagna at the Poway City Council Chambers, 13325 Civic Center
Drive, Poway, California.

STAFF REPORTS
1 Mid-Year Budget Review and Departments' Goals and Objectives status report.

City Manager Rod Gould and Director of Administrative Services presented the staff
report. Each budget year, all City Departments perform a budget review at the midpoint
to determine if budget adjustments are required and to address progress toward goals
established for this fiscal year A summary was provided of the General Fund revenues
and expenditures, General Fund reserves, General Fund summary and updated
forecast, reserve allocation for street maintenance, water and sewer utilities, and
Capital Improvement Programs,
Department Directors gave an assessment oftheir progress toward goals established at
the time of the budget adoption.
Motion by CouncilmemberlDirector Higginson and seconded by
CouncilmemberlDirector Boyack to receive the report and adopt Resolution No 08-007
entitled, "A Resolution of the City Council of the City of Poway, California, Approving
Mid-Year Amendments to the City's Financial Program for Fiscal Year 2007-2008," and
Resolution No R-08-03 entitled, "A Resolution of the Poway Redevelopment Agency
Approving Midyear Amendments to the Agency's Financial Program for Fiscal Year
2007-2008" Motion carried 4-0 with Mayor Cafagna absent.
CONSENT CALENDAR
Motion by Councilmember Rexford, seconded by Councilmember Boyack, to approve the
Consent Calendar, consisting of Items 2 through 7 as submitted, Motion carried 4-0 with
Mayor Cafagna absent.
2. Ratification of Warrant Register for the period of January 14 through January 18,
2008. (0475-20)
3 Acceptance of City's Investment Report as of December 31, 2007. (0450-80)
4 Approval of the 2007 Annual Report of the Redevelopment Agency, Poway
Redevelopment Agency Basic Financial Statements and Independent Auditors'
Report for Fiscal Year 2006-07, Redevelopment Agency Financial Transactions
Report, Poway Redevelopment Agency Annual Report of Housing Activity, Poway
Redevelopment Agency Statement of Indebtedness, and list of Redevelopment
Agency Owned Properties.

5 Award of Bid for Fire Station 1 & 2 Dorm Remodel Project (#1554) - Bid No. 08-
007 to Triad Construction, the lowest responsible bidder in the amount of

6 Receive report of emergency repair expenditures pertaining to the Witch Creek
Fire and continue the City Manager's authorization to make the necessary
emergency repairs under authority of Resolution No. 07-079, adopted on October
25, 2007 (0320-30)

7 Approval of an agreement between the City of Poway and Citygate Associates,
LLC. to conduct an Analysis of Fire Department Overtime Use. (0700-10)

City Attorney Lisa Foster requested a closed session on the matter
CLOSED SESSION
Deputy Mayor Emery called for a Closed Session at 812 p.m. as requested by City Attorney
Foster and the City Council adjourned into Closed Session.
CALL TO ORDER AND ADJOURNMENT
Deputy Mayor called the meeting back to order at 8 37 p.m in open session, with all
CounciJmembers present, except Mayor Cafagna. There was no reportable action taken on
the Closed Session item
Deputy Mayor Emery adjourned the meeting at 8 38 p.m.
