REGULAR MEETING
MARCH 11, 2008
The March 11, 2008 Regular Meeting of the City Council of the City of Poway was called to
order at 7'05 p.m. by Mayor Cafagna at the Poway City Council Chambers, 13325 Civic Center
Drive, Poway, California.

. 20 Year Service Award Presentation to Penny Riley, Assistant City Manager.
Mayor Cafagna and City Manager Gould presented Ms. Riley with her service award
and thanked her for 20 years of exceptional service to the City of Poway
PUBLIC ORAL COMMUNICATIONS
John Molls, Poway, urged Council to lift the float tube restriction in Lake Poway because this
type of floating device does not lead to the spread of Quagga mussels in the lake,
Judy Chatterjee and Tina Kircher of the Poway Library thanked the City Council for presenting
them with a plaque of appreciation.

1 Consideration of a Redevelopment Agency Housing Fund Loan to Community
HousingWorks for the Acquisition and Rehabilitation of Oak Knoll Villas for Low
and Very Low Income Households. (0260-10)
Ingrid Alverde, Housing Manager of Redevelopment Services, presented the staff
report. A non-profit development partner, Community Housing Works, is poised to
acquire and rehabilitate the 52-unit Oak Knolls Villas apartment complex located on
Oak Knoll Road The rents would subsequently be lowered to be affordable to low- and
very low-income households This can only be accomplished through the help of a $7.3
million loan from the Redevelopment Agency's Housing Fund The low and very low-
income units would be applied to Poway's regional housing share requirement.
Mark Laconte, Poway, spoke in opposition of the project.
Motion by Councilmember Higginson and seconded by Councilmember Rexford to
a) Approve a $7,329,000 loan to Community Housing Works,
b) Appropriate $7,370,000 from the Redevelopment Agency unappropriated fund
balance,
c) Authorize the Executive Director to execute all necessary documents to
complete the transaction,
d) Take public input, close the public hearing, and adopt Resolution No. R-08-05
entitled, "A Resolution of the Poway Redevelopment Agency Approving
Execution of an Agency Acquisition and Rehabilitation Loan Agreement with Oak
Knoll Housing Associates, L,P , to Finance a Portion of the Acquisition and
Rehabilitation of the Oak Knoll Villa and Making Findings and Approvals in
Connection Therewith"; and
e) Adopt Resolution 08-012 entitled, "A Resolution of the City Council of the City of
Poway, California, Approving Execution of an Agency Acquisition and
Rehabilitation Loan Agreement with Oak Knoll Housing Associates, L.P., to
Finance a Portion of the Acquisition and Rehabilitation of the Oak Knoll Villas
and Making Findings and Approvals in Connection Therewith"
Motion carried unanimously
CONSENT CALENDAR: Motion by Deputy Mayor Emery and seconded by Councilmember
Rexford to approve the Consent Calendar consisting of Items 2 through 7 as submitted

2, Approval of a Standard Agreement for Consultant Services with D.F. Davis Real
Estate Inc., Approval of a Standard Agreement for Consultant Services with
Lipman Stevens & Carpenter, Inc.; Approval of a Standard Agreement for
Consultant Services with Rasmuson Appraisal Services, and Authorize the City
Manager/Executive Director to Execute the Agreements (0700-10)

3 Approval of Consultant Agreement Between the City of Poway/Poway
Redevelopment Agency and Bureau Veritas for Engineering Services for the
Preparation of an Environmental Impact Report (EIR), and an Environmental
Impact Statement (EIS), and Preliminary Design for the Espola Road
Improvements, Twin Peaks Road to Titan Way (0700-10)
4 Adoption of Resolution No. 08-010 Entitled, "A Resolution of the City Council of
the City of Poway, California, Approving a Three-Year Cooperation Agreement
Between the County of San Diego and the City of Poway for a Community
Development Block Grant Program." (0700-25)
5 Adoption of Resolution No. 08-011 Entitled, " A Resolution of the City Council of
the City of Poway, California, Finding that Housing Fund Monies Used Outside
the Project Area for Planning and Administrative Costs in FY 2006-07 were of
Benefit to the Project Area," and
Adoption of Resolution No. R-08-04 Entitled, "A Resolution of the Poway
Redevelopment Agency Finding that Planning and Administrative Costs Charged
to the Housing Fund in FY 2006-07 were Necessary to Increase, Improve and
Preserve the Supply of Low - and Moderate-Income Housing." (Q200.10)
6 Adoption of Resolution No. P-08-07 Entitled, "A Resolution of the City Council of
the City of Poway, California, Approving Temporary Use Permit 08-07 to Hold a
Fundraising Carnival." APN'S 317-472-01 and 317-101-06. (0210-60)
7 Receive Report of Emergency Repair Expenditures Pertaining to the Witch Creek
Fire and Continue the City Manager's Authorization to Make the Necessary
Emergency Repairs Under Authority of Resolution No. 07-079, Adopted on
October 25, 2007. (0320-30)

Mayor Cafagna called the meeting back to order at 8'37 p.m. in open session with all
Councilmembers present. There was no reportable action taken on the Closed Session item
Mayor Cafagna adjourned the meeting at 8'38 pm,
