MINUTES OF THE CITY COUNCIL REGULAR MEETING
DECEMBER 3, 1996
The December 3, 1996, regular meeting of the City Council of the City of
Poway, was called to order at 7:00 p.m., by Mayor Higginson at the City Council
Chambers, 13325 Civic Center Drive, Poway, California.

Boy Scout Troop 479 led the Pledge of Allegiance.
PRESENTATIONS

City Clerk Wahlsten presented a plaque of appreciation to Jason Anstead,
Senior Patrol Leader of Boy Scout Troop 479 for the five times the Scouts
have volunteered to work at City Hall the night of the close of voter
registration.

Councilmember Callery presented a plaque of appreciation to David & Anna
Stanton for all their volunteer work with the Blue Sky Ecological
Preserve.

Mayor Higginson proclaimed the month of December, 1996 as "National Drunk
and Drugged Driving Prevention Month" in Poway and presented the
proclamation to Victoria Gilner, Vice President of Mothers Against Drunk
Drivers (MADD).

City Clerk Wahlsten reported the results of the November 5, 1996 General
Municipal Election held to elect two members of the City Council for four-
year terms and to decide Proposition S regarding horses and other large
animals. She stated that the total number of votes cast was 19,860 out of
27,160 registered voters. Bob Emery received the highest number of votes
with 10,557 and Jay Goldby was second with 8,233. Proposition S failed
with 3,495 votes in favor and 15,214 in opposition.

Motion by Councilmember Cafagna, seconded by Councilmember Rexford to
adopt Resolution No. 96-117, entitled, "A Resolution of the City Council
of the City of Poway, California, Reciting the Fact of the General
Municipal Election Held in Said City on November 5, 1996 Declaring the
Result Thereof and Such Other Matters as Provided by Law." Motion carried
unanimously.
Mayor Higginson presented a plaque of appreciation to Councilmember Callery for
her deep concern for youth and the environment during her four year term in
office.

City Clerk Wahlsten administered the oaths of office and presented
Certificates of Election to Councilmembers Jay Goldby and Bob Emery.
Motion by Councilmember Cafagna, seconded by Councilmember Emery to
appoint Councilmember Rexford as Deputy Mayor. Motion carried
unanimously.
PUBLIC ORAL COMMUNICATIONS
Mayor Higginson explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

Motion by Councilmember Emery, seconded by Councilmember Rexford, to approve the
Consent Calendar as follows:

ORDINANCE NO. 470/SECOND READING
AFFORDABLE HOUSING INCENTIVES
Mayor Higginson read the title of Ordinance No. 470, "An Ordinance of the City
of Poway, California, Amending Certain Sections of Title 17 (Zoning Development
Code) of the Poway Municipal Code, and Rescinding Chapter 17.14, Zoning Ordinance
Amendment, ZOA 96-06."
Staff report by City Manager Bowersox This ordinance provides development
incentives for affordable housing. He noted that a letter from the Friends of
Legal Aid was received just before the meeting with suggested changes to the
Ordinance, however the City Attorney has determined that the changes suggested
are not appropriate. Staff recommends approval.
There was no one present wishing to speak.
Motion by Councilmember Emery, seconded by Councilmember Rexford to close the
public hearing and adopt Ordinance No. 470. Motion carried unanimously.

MAYOR AND CITY COUNCIL-INITIATED ITEMS
17. Councilmember Emery requested and received concurrence to schedule a
workshop in January to hear a presentation regarding ideas generated at a
youth forum to be held this week, sponsored by the Poway Rotary.
ADJOURNMENT
Mayor Higginson adjourned the meeting at 7:32 p.m. and invited everyone to join
the City Council for cake and punch in the lobby.
