CC 1997 01-14 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING JANUARY 14, 1997 The January 14, 1997, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. CONSENT CALENDAR Motion by Councilmember Cafagna, seconded by Councilmember Emery to approve the Consent Calendar as follows: e Approval of Minutes - City Council December 3, 1996 Regular Meeting Ratification of Warrant Register for period of December 23-27, 1996 (401-10) 5986 Page 2 - CITY OF POWAY - January 14, 1997 Acceptance of traffic signal and safety lighting improvements at Pomerado Road and Old Pomerado Road (5281) and at Pomerado Road and Casa Avenida (5315) from Lekos Electric, Inc. (602-01 #250R) 9. Approval of donation of 1989 Ford Crown Victoria to the Sheriff's Department for use by the Senior Volunteer Patrol Program. (1180-05) g.1 Approval of final map for Tentative Parcel Map 96-03, W.H. Pomerado, LLC, applicant; a two lot division of 2.79 acres located on the north side of Kirkham Way, approximately 1,200 feet east of Community Road. (203-02) 9.2 Designation of Glenn Sabine as second Assistant City Attorney. (602-01 #259) Motion carried unanimously. ITEM 1 (701-04) ORDINANCE RE SEWER CATEGORY Mayor Higginson opened the public hearing and stated there is a recommendation to remove this item from the calendar. There was no one present wishing to speak. Motion by Councilmember Cafagna, public hearing and remove this unanimously. seconded by Councilmember Emery to close the item from the calendar. Motion carried ITEM 2 (1180-05) APPROPRIATION OF FUNDS DOMESTIC VIOLENCE COUNSELING PROGRAMS Staff report by City Manager Bowersox. For Parents' and Kids' Sake, a division of Palomar Family Counseling Service, Inc., has a proven track record of success in the community. They are proposing some new services and have designed programs to strengthen families by providing positive parenting classes in addition to crisis intervention services for child abuse and domestic violence cases. Staff recommends the appropriation of $7,500 to fund the Domestic Violence counseling, Family Success, and Poway Worknet programs. Speaking in favor of staff recommendation: Neville Bothwell, immediate past president of the Board of Directors, thanked the City Council for their support. Motion by Councilmember Rexford, seconded by Councilmember Emery to approve the program descriptions and appropriate $7,500. Motion carried unanimously. 5987 Page 3 - CITY OF POWAY - January 14, ]gg7 ITEM 3 (1160-01) ARBOLITOS AND PALISADES DRIVES Item introduced by City Manager Bowersox. Staff report by Director of Engineering Services Weston. At the October, 1996 Traffic Safety Committee meeting, a staff report detailing findings of a resident-requested traffic safety study was reviewed. A resident of Pequot Drive expressed concern about traffic safety on Palisades Drive and Carriage Road near the intersection with Pequot. The City Council has reviewed reports outlining resident requested studies several times since 1989. Stop signs were installed at Palisades and Pequot in 1989, and road bumps were installed on Carriage and Saddlewood in 1990. A neighborhood meeting was held on November 14, 1996 to receive public opinion on installing road bumps on Palisades and/or Arbolitos Drives. Most residents believe there is a continuing speeding problem that has not been resolved. Residents would prefer not to have the bumps if there were another equally effective solution. Most would prefer additional enforcement of the speed limit and many would like stop signs in strategic intersections. Staff recommends establishing all way stop controls at the intersections of Palisades Drive and Palisades Court; at Arbolitos Drive and Beechwood Street; and at Arbolitos Drive and Treehill Place. Speaking in favor of staff recommendation: Elaine Flynn, 14138 Arbolitos Drive Motion by Councilmember Emery, seconded by Mayor Higginson to adopt Resolution No. 97-002, entitled, "A Resolution of the City Council of the City of Poway, California, Establishing All Way Stop Controls at the Intersections of Palisades Drive and Palisades Court, at Arbolitos Drive and Beechwood Street, and at Arbolitos Drive and Treehill Place." Motion carried unanimously. Staff was instructed to increase the traffic enforcement in this area. ITEM 4 (1160-01) CRESTWOOD STREET Item introduced by City Manager Bowersox. Staff report by Director of Engineering Services Weston. Crestwood Avenue residents have been dissatisfied with traffic conditions on their street and for the past four years have been working with City staff to make improvements. In July, 1996 the City Council reviewed a plan for the Arbolitos Sports Fields located east of Pomerado Road, north of Abraxas High School. Residents from Crestwood expressed concern that additional traffic may use their street to go to and from the sports fields. At Council and resident request, traffic conditions of Crestwood Avenue were reviewed by the Traffic Safety Committee on September 10 and October 8, 1996. A neighborhood meeting was held on November 13, 1996 to discuss traffic safety issues including the possibility of installing road bumps. Staff recommends replacing yield signs with stop signs on Cherrywood at Maplewood, on Crestwood 5988 Page 4 - CITY OF POWAY - January 14, 1997 at Glen Oak and on Tobiasson at Glen Oak; approve 50 feet of parking restrictions along the west side of Maplewood; and install supplemental "radar enforced" signs on speed limit signs. Speaking in opposition to staff recommendation: Robert Maris, 14426 Crestwood Avenue Tom Reidy, 14402 Crestwood Avenue Terry Heck, 14386 Crestwood Speakers stated this recommendation does not go far enough to resolve the speeding problems. They suggested additional centerline striping on curves, and other striping possibilities. Motion by Councilmember Emery, seconded by Councilmember Rexford to adopt Resolution No. 97-003, entitled, "A Resolution of the City Council of the City of Poway, California Establishing Stop Signs on Cherrywood Street at Maplewood Street and on Crestwood Avenue and Tobiasson Road at Glen Oak Road; and Rescinding Resolutions No. 89-174 and 98-143," and Resolution No. 97-004, entitled, "A Resolution of the City Council of the City of Poway, California Establishing a No Stopping, Standing, or Parking Zone on Maplewood Street South of Twin Peaks Road," installation of supplemental "radar enforced" signs; installation of additional striping; and traffic counts taken before and after the sports fields open. Motion carried unanimously. CITY ATTORNEY ITEMS Assistant City Attorney Sabine requested a closed session pursuant to Government Code Section 54956(a), Conference with Legal Counsel to discuss pending litigation in the cases of: City of Poway v. Poway Venture Ltd., San Diego Superior Court Case #673859 consolidated with City of Poway v. Parkway Business Centre Partners, Ltd., San Diego Superior Court Case #672341 and City of Poway v. South Poway Associates, San Diego Superior Court Case #672339. MAYOR AND CITY COUNCIL-INITIATED ITEMS 13A. Councilmember Emery requested a report regarding the ridership on the week-end trolley. 13B. Councilmember Emery stated some of the City vehicles are in need of "sprucing up" and new logos would help. 15A.
