The May 13, 2008 Regular Meeting of the City Council of the City of Poway was called
to order at 7'07 p.m by Mayor Cafagna at the Poway City Council Chambers, 13325
Civic Center Drive, Poway, California.

City Councilmember Announcements
Poway Bob's Restaurant Review: Deputy Mayor Emery reviewed the
AMERASIAN Cuisine - Authentic Filipino Cuisine located at 14897 Pomerado Road,
Twin Peaks Plaza (near Target)
Deputy Mayor Emery announced an invitation by The Friends of the Kumeyaay and
the City of Poway to attend the soft opening of the Kumeyaay-Ipai Interpretive
Center on June 14, 2008, 9 a.m. - 2 p.m.
Council member Boyack requested City staff to look into the possibility of
implementing a Frisbee Golf course at Lake Poway
Councilmember Rexford spoke about the bicyclist Lance Armstrong and his fight
against cancer She added that she is wearing an "Armstrong L1VESTRONG"
yellow bracelet in honor of the 5th Annual L1VESTRONG Day

Mayor Cafagna introduced and welcomed new Lieutenant Lori Ross at the Poway
Substation. She comes to us from the City of Vista.
Presentations
Presentation by SpaceDev - Company Overview and New Developments: Kim
Schmidt, Economic Development Manager introduced SpaceDev President Richard
B. Slansky and Investor Relations Officer Jessica Schwarz. Mr Slansky spoke
about the company's impressive accomplishments in the last few years in the
Aerospace Industry. SpaceDev recently celebrated its 10th anniversary in Poway
Presentation of Certificate of Recognition for Senior Volunteer Patrol Member John
Agriesti: Mayor Cafagna presented a certificate of recognition to John Agriesti for
the numerous hours he has volunteered serving the City of Poway and its residents.
Mayor Cafagna commended Mr. Agriesti and all the volunteers for the positive
impact they have on the community
Proclamation: National Public Works Week M<lY 18-24, 2008: Mayor Cafagna
presented a proclamation to Kevin Haupt, Director of Public Works proclaiming the
week of May 18-24, 2008 to be National Public Works Week in Poway
Public Oral Communications
Val Derkach thanked the Boy Scouts who participated in the creek cleanup over the
weekend.
Staff Reports
0, General Law and Traffic Enforcement Agreement with the County of San Diego
and the San Diego County Sheriff. (0700-25)
Mark Sanchez, Safety Services. Director, presented the staff report
recommending approval ofthe agreement between the County of San Diego and
the City of Poway for general law and traffic enforcement services for the period
of July 1, 2007 through June 30, 2012.
City Council Action: Motion by Council member Higginson, seconded by
Councilmember Rexford to approve the agreement between the County of San
Diego and the City of Poway for general law and traffic enforcement services for
the period of July 1, 2007 through June 30, 2012, Motion carried unanimously.

1 Review of Code of Ethics Policy (0500-90)
Jennifer Lewis, Senior Management Analyst, presented the staff report
recommending to the City Council to receive the report and provide direction to
staff on modifications to the Code of Ethics.
City Council Action: Motion by Deputy Mayor Emery, seconded by
Councilmember Higginson to receive the report and provide direction to staff on
modifications to the Code of Ethics. Motion carried unanimously.
2. Assembly Bill (AB) 1234 Ethics Training Part 1 Conflicts of Interest and
Personal Financial Gain. (0720-10)
Lisa Foster, City Attorney, provided a PowerPoint presentation on on AB 1234
phase I Training: Conflicts of Inter~st and Personal Financial Gain.
City Council Action: City Council heard the presentations, received and
filed the report.
Consent Calendar
Motion by Deputy Mayor Emery, seconded by Councilmember Rexford to approve
the consent calendar consisting of items 3 through 9 as submitted. Motion carried
unanimously.
3. Ratification of Warrant Register for the Period of April 14 through April 18, 2008,

4 Award of Bid for Park ADA Barrier Removal Project, Bid. No 08-020 to Triad
Construction in the Amount not to Exceed $61,490.00, (0700-10)
