RESOLUTION NO 08-062
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF POWAY, CALIFORNIA,
APPROVING THE RELOCATION PLAN FOR 12509 OAK KNOLL ROAD
WHEREAS, the City Council ("City Council") of the City of Poway ("City") has
adopted and amended, from time to time, the Redevelopment Plan for the Paguay
Redevelopment Project, ("Redevelopment Plan") which sets forth a plan for
redevelopment of the Paguay Redevelopment Project Area ("Project Area"),
WHEREAS, Oak Knoll Housing Associates, L.P , a California Limited Partnership
owned and managed by Community HousingWorks, ("Developer") has acquired and
will renovate certain improved real property generally located at 12509 Oak Knoll Road
in the City of Poway ("Property"); and
WHEREAS, the Poway Redevelopment Agency ("Agency") has entered into a
Loan Agreement ("Agency Loan Agreement") with the Developer whereby the Agency
has agreed to provide a loan to the Developer in the principal amount of Seven Million
Three Hundred TwentycNine Thousand Dollars ($7,329,000) from the Agency's Housing
Fund ( "Agency Loan") to assist in financing the acquisition, rehabilitation, and
completion of the project by the Developer; and
WHEREAS, the Developer will substantially rehabilitate, pursuant to Health and
Safety Code Section 33413(b)(2)(A)(iv), the fifty-two (52) apartment units located on the
Property and intends to make fifty-one (51) of those apartments available for rental to
low- and very low-income households, and
WHEREAS, the rehabilitation of the Property will require relocation of some of
tlie existing residents of the Property; and
WHEREAS, the Agency and the Developer and their consultants have prepared
a draft relocation plan ("Relocation Plan") in accordance with Section 6038 of the
California Department of Housing and Community Development Relocation Regulations
("Relocation Regulations"), and
WHEREAS, the City Council has been provided and has received a staff report
providing background information about the Relocation Plan and explaining the
requirements of the Relocation Regulations ("Staff Report"), and
WHEREAS, timely general notice and distribution of the Relocation Plan was
completed in accordance with the provisions of paragraph 6046(a)(3) and subsection
6046(b) of the Relocation Regulations, as required by Section 6038(e)(2) of the
Relocation Regulations, and
WHEREAS, the City Council has considered the proposed Relocation Plan, the
Staff Report and the comments of interested persons submitted to the Agency;
NOW, THEREFORE, BE IT RESOLVED by the Poway City Council that

Section 1 The City Council hereby finds and determines that the above recitals are
true and correct.
Section 2. Based on the information and analysis contained in the Staff Report, the
City Council hereby finds and determines that the Relocation Plan is consistent with the
Housing Element of the City of Poway General Plan.
Section 3 The City Council hereby approves the Relocation Plan.
