MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
SEPTEMBER 11, 1997
The September 11, 1997 meeting, adjourned from the September 2, 1997 regular
meeting of the City Council of the City of Poway, was called to order at 6:03 p.m., by Mayor
Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Higginson explained the procedure for Public Oral Communications. The following
person was present wishing to speak:
Duane Bernard, 1529 Vanessa Circle, Encinitas, spoke about the case for
divorcement of gasoline refiners from the local gas stations in an effort to reduce gas
prices. Mayor Higginson stated the City Council had discussed this item recently and the
City Attorney is following the preparation of the model ordinance by the County.

WATER/SEWER RATE STUDY
Item introduced by City Manager Bowersox. In August, 1996, the City contracted with the
Keese Company to conduct a water and sewer rate study from the standpoint of customer
equity, consistency with City policy objectives and cost of service. The recommendations
are to revise the bimonthly sewer charge to recover all costs of Customer Service and a
portion of the fixed costs for maintaining the capacity of the sewer system; a seven-tier
commodity charge for single family users based on 85% of water used during the prior
year's two lowest billing cycles during winter months; and a variable commodity charge for
multi-family and commercial users based on sewage strength. The bimonthly water service
charge needs to be revised to imPrOve equity between meter sizes based on the hydraulic
capacity of the customer's water meter. The results are lower bills for single family
customers using less than 20 units (hundred cubic feet) of water monthly. There will be
a sizeable decrease for multi-family and mobile home customers. Other customers will
have decreases or increases based on the water use and sewage strength.
Karen Keese presented her study in detail and responded to questions from the City
Councilmembers. The City of Poway is one of the last agencies in the County to make the
change to charge for sewer strength which is mandated by the State of California. One of
the suggestions for residential customers with large landscaped areas who will see
increases in the bills is to install two meters: one for irrigation and one for domestic uses.
City Manager Bowersox noted that this item will be set for public headng on October 28 or
November 4 for adoption. A notice about the proposed rate structure will go to all
customers on September 26.

COMMUNICATION MASTER PLAN
Item introduced by Director of Community Services Thomas. The City Council contracted
with DKS in March, 1997 to prepare a communication master plan by identifying the
existing and long-term communication needs on a citywide basis. He introduced Frank
Wantanabe of DKS who reviewed the project background and process. The plan will also
include the Poway Unified School District, Palomar College, Pomerado Hospital, the
Library and the Sheriff's Department. The entire plan should come back to the Council
before the end of the year.

RECYCLED WATER RULES & REGULATIONS
Staff report by Director of Public Services Williams. The City anticipates delivery of
recycled water to the South Poway Business Park in eady spdng next year. The business
park was dual plumbed when it was first constructed in order to use recycled water for
landscaping. Recycled water purveyors are required by the County Department of
Environmental Health and the State Department of Health Services to adopt rules and
regulations as part of the permit process. HYA Consulting Engineers was hired by the City
to prepare the Rules & Regulations.
Tom Love of HYA presented the Draft Rules & Regulations.
Director Williams stated they will be on the City Council's September 30, 1997 agenda for
adoption. He also distributed a newsletter that will be sent to all businesses in the
Business Park regarding recycled water.

ITEM 5 (1170-04)
REGIONAL SOLID WASTE ASSOCIATION
Staff report by City Manager Bowersox. During the past eight months, the cities of Del
Mar, Encinitas, Lemon Grove, Poway, National City, Solana Beach, and Vista have been
working cooperatively to develop options for solid waste disposal. At the September 16
City Council meeting, the Council will be asked to approve a Joint Powers Agreement
establishing the Association; appropriate funds for the Association; and direct the
preparation of amendments to the solid waste ordinance and franchise agreement that will
permit the expenses of the Association and household hazardous waste program to be
incorporated into the service fee of the City's hauler.
