CC 1997 11-13 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING NOVEMBER 13, 1997 The November 13, 1997 meeting, adjourned from the November 4, 1997 regular meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. There was no one present wishing to speak. ITEM 1 (203-14 DR 97-34) TRIDENT COMMERCIAL CENTER SCRIPPS POWAY PARKWAY/POMERADO ROAD City Manager Bowersox stated that the public headng for this project will be scheduled for the City Council in December; however the issues of land use and access for the commercial center at the southwest corner of Scripps Poway Parkway and Pomerado Road are of concern to the developer and the surrounding residents. This meeting will be similar to a pre-development conference with no decision being made, but it gives a chance for public input. 6223 Page 2 - CITY OF POWAY - November 13, 1997 Linda Moreland, architect for the project, showed the proposed site plan with "in only" access from Scripps Poway Parkway, "right in and right out only" access from Pomerado Road north bound, and access to Treadwall Drive which exits on Pomerado Road at a traffic signal. Some of the uses proposed are a gas station/mini-mart, drive through fast food, and other retail uses. Speakers included: Carol Funk, 11319 Creek Rod Mike Fry, 12819 Selma Court Fred Day, representing the Poway Chamber of Commerce Paul Rex'ford, 11570 Creek Road Betty Rexford, 11570 Creek Road Margaret Williams, 11674 Creek Road Peter Bybee, 13112 Travertine Court Javier Merino, 11540 Creek Road Craig Lefferts, 12100 Travertine Court Laurie Lockwood, future resident of Travertine Court Neville Bothwell, Pomerado Business Park, 3575 Kenyon Street, San Diego Herman Hammerstead, 11624 Creek Road Speakers' concerns included potential traffic safety problems; 24 hour uses causing noise and crime; types of uses; and lack of disclosure to persons purchasing the new homes. Council questioned the homebuyers regarding their research into the use of this site, and asked staff about the width of Pomerado Road south of this project. ITEM 2 (602-01 #1227) 1998-99 LMD ASSESSMENTS Rex Plummer, Boyle Engineering, made a presentation regarding the City's Landscape Maintenance District assessments in light of Proposition 218, The Right to Vote on Taxes Act, which was approved in November, 1996. Mr. Plummer stated that our LMDs are in compliance with the law and no change is required until an increase is needed in the assessments. Then an election is required. It will be a mail ballot election and if it does not pass, the already established assessments can be levied. The City Council cannot override the election results. It is proposed that LMD 86-02 and 86-03 have an election next spring. There are still issues to be resolved and another report will be made to the Council in the future. 6224 Page 3 - CITY OF POWAY - November 13, 1997 ITEM 3 (202-01) GOALS & OBJECTIVES Mayor Higginson noted that this is the third time this item has been on the agenda. He asked the Councilmembrs if they had any items to add to the list. Bill Cross, 13105 Corona Way, member of the Senior Issues Committee, stated that there are no projects proposed for senior citizens in this document and requested day care facilities for seniors be added to the list. Councilmember Emery requested street lights on Poway Road near Sudan be added to the list. Councilmember Cafagna stated we need to be looking at a skateboard facility. Councilmember Emery asked for a report from the City of Escondido after they have had their facility open awhile. Councilmember Emery requested sports fields in other flood plain property and implementation of the Poway Road Specific Plan be added. Councilmember Goldby stated he has a report from the City of Pasadena that defines goals in terms of quality of life and have measurement criteria set up. He suggested that staff look at our goals and reformat them around quality of life issues. Mayor Higginson requested staff draft a Mission Statement for Council review.
