MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
DECEMBER 4, 1997
The December 4, 1997 meeting, adjourned from the December 2, 1997 regular
meeting of the City Council of the City of Poway, was called to order at 5:30 p.m., by Mayor
Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Higginson explained the procedure for Public Oral Communications. There was no
one present wishing to speak.
CLOSED SESSION
Mayor Higginson stated this meeting has been continued from December 2,1997 in order
to complete the closed session started at that meeting in the case of Poway Royal Mobile
Home Owners Association v. City of Poway and Poway Redevelopment Agency, San
Diego Superior Court Case #682581. He adjourned the meeting into closed session at
5:35 p.m.
CALL TO ORDER
Mayor Higginson called the meeting back to order at 5:42 p.m. with all Councilmembers
present. City Attorney Eckis announced that the City Council unanimously approved the
settlement of the litigation in closed session. It has also been approved by the Board of
Directors of the Poway Royal Homeowners Association and will be subject to approval by
the park tenants. The major points include no rent increase in 1998; future rent increases
tied to the cost of living; $390,000 to the named plaintiffs; and infrastructure improvements.
The amount of attorney fees to be paid will be determined by the court.

Mayor Higginson ordered the meeting adjoumed at 5:45 p.m. on motion by Councilmember
Goldby, seconded by Councilmember Emery and carded.
