MINUTES OF THE CiTY COUNCIL ADJOURNED REGULAR MEETING
DECEMBER 11, 1997
The December 11, 1997 meeting, adjourned from the December 9, 1997 regular
meeting of the City Council of the City of Poway, was called to order at 6:04 p.m., by
Deputy Mayor Goldby at the City Council Chambers, 13325 Civic Center Drive, Poway,
California.

Deputy Mayor Goldby explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

PRE-DEVELOPMENT CONFERENCE
APPLICANT: MICHAEL GRANT
Staff report by City Manager Bowersox. Michael Grant owns the center at the southeast
comer of Community Road and Hilleary Place and has a veterinarian interested in one of
his spaces. The Town Centre zone does not allow a veterinary clinic and the proposal is
to rezone this property to Commercial General which would allow this use.
Councilmember Emery stated he might not look favorably on this use with the existing
restaurant in such close proximity. City Manager Bowersox stated perhaps it could be a

conditional use.
ITEM 2 (1401-19)
MULTI-USE SPORTS FIELDS
Item introduced by City Manager Bowersox. This item is being breught to the City Council
because of two concerns: flood control needs in this area and the on-going need for more
sports fields in the community. He cited the work done combining sports fields and a
detention basin in Arbolitos Park.
Staff report by Director of Engineering Services Weston. He stated the drainage basin
that flows into this area is 8 square miles and cited the studies that were done in the 1970s
and 80s. The peak flows during a 100 year flood is 4,000-4,500 cubic feet per second
(cfs). A detention basin at the foot of Tooth Rock, which has been preposed as a future
project would provide some reduction, but not enough to reduce a 100 year flood. In the
floodplain south of Aubrey and west of Old Poway Park there are 13.09 acres, 8.4 acres
of which are in the floodway. 27 properties are undeveloped and 27 have residences.
One alternative would be to purchase the private property and convert it to open space.
Council asked about the City's responsibility to the homes when they flood. City Manager
Bowersox stated legally we have none since they are built in the floodway, but we send out
crews to help keep the channel clean.

City Manager Bowersox stated the City had bought a two acre parcel east of Community
Road for eventual widening of Community Road and to provide access to Rattlesnake
Creek since the City has no right of way in this area.
Councilmember Emery pointed out that the County allowed homes to be built in the
floodplain and the owners need to be aware of that if they have flooding problems.

Council concurred that the staff should look at vacant property in the area to determine if
there are opportunities for sports fields and invited property owners who are interested in
selling their property to contact the City.

Upon motion by Councilmember Emery, seconded by Councilmember Rexford, Mayor
Higginson ordered the meeting adjourned at 7:25 p.m.
