JANUARY 8, 1998
The January 8, 1998 meeting, adjoumed from the January 6, 1998 regular meeting
of the City Council of the City of Poway, was called to order at 6:04 p.m., by Mayor
Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

Mayor Higginson explained the procedure for Public Oral Communications. There was no
one present wishing to speak.

GOVERNMENTAL ACCESS CHANNEL/
COMMUNITY BULLETIN BOARD
Staff report by Director of Community Services Thomas. Under the terms of the City's
cable franchise, the cable companies are required to provide the City a government access
channel. Staff is recommending Council approval to notify the cable companies of the
City's intent to consider activation of its governmental access channel and to hire La Pierre
Communication Services to develop an equipment list and budget for an electronic bulletin

board project.
D'Andra La Pierre showed a video with examples of other cities' electronic bulletin boards.
Motion by Councilmember Emery, seconded by Councilmember Cafagna to approve staff
recommendation. Motion carried unanimously.
ITEM 2 (705-16)
OLD COACH ROAD WATER ISSUES
Staff report by Director of Public Services Williams. On August 27, 1996, Council deferred
approval of the agreement between the Ramona Municipal Water District and the City on
the sale of water to Ed Malone's Hidden Valley Ranch. Due to the concern expressed by
residents in the Old Coach Road area, Council directed staff to pursue additional
negotiations that would consider the residents' groundwater concerns. On October 30,
1996, the City Council approved $25,000 for an engineering and assessment district
feasibility study. The agreement with Ramona was again on the agenda on February 18,
1997 and the residents announced they had commissioned an independent groundwater
study. Council removed the agreement from the agenda until the owners received their
hydrology report and the Water Resources Control Board had made their findings in Mr.
Shoemaker's complaint against RMWD.
The City received a copy of the hydrology report and had it reviewed by Barry Bevier with
Group Delta Consultants, the City's geotechnical engineers. Mr. Bevier talked about the
inexact science of hydrology in fractured granite. His report states, "...that a strong
technical basis for determining hydraulic connection between the Hidden Valley Ranch
wells, Warren Creek, and the Old Coach Road wells does not exist."
Director of Engineering Services Weston stated that Berryman & Henigar has completed
an Assessment District Feasibility Study. As with the High Valley Road project, a lot of
work needs to be done with the residents to fine tune the assessments. The engineers
have looked at four different benefit analyses for 43 lots. Total cost is between $1.6 and
$1.9 million.
Jeff Mangum, 18111 Old Coach Road, thanked the City for their cooperation and voiced
concerns with the Group Delta report.
Ed Malone, 17150 Old Coach Road, requested to be included in the meetings and
suggested decisions be made on fact, not conjecture.

Following discussion, Council concurred that the agreement with Ramona needs to be
finalized and the assessment district pursued. City Attorney Eckis requested that staff
prepare a written report incorporating the Council's direction for approval at a regular
meeting.

Upon motion by Councilmember Emery, seconded by Councilmember Cafagna, Mayor
Higginson ordered the meeting adjourned at 7:30 p.m.
