AN O~DINANCE OF THE CITY OF POWAY, CALIFOI~qIA
AM~I~DING SECTION 87.208 OF THE CITY OF POWAY
~?~SATORY 0~INAN~ (LANDSCAPING AND IRRIGATION)
THE CITY GOUNCIL OF THE CITY OF POWAY DOES O~DAIN AS FOLLOWS:
Section 1:
Section 87.208 of the Gode of Regulatory Ordinances shall be ~mended as
follows:
LANDSCAPING AND IRRIGATION. Landscaping and irrigation facilities shall be
required for, but not limited to, all graded slopes higher than five (5) feet,
and for all graded arum determined by the City Engin~ to be susceptible to
erosion, within all residential, c~%,%%ercial, and industrial develo~nent, sub-
divisions, lot divisions, condominium projects, planned develo~ents, borrow
ar~-~, disposal ar~.~, and other graded ar_~.~, unless such requirenent is waived
or amended by the City Engineer. A landscape and irrigation plan shall be
required therefor.
Landscape and irrigation plans shall be prepared and signed by a landscape
architect, or by a qualified landscape company or other person, when approved by
the City Engineer, based upon the scope, mgnitude, and complexity of the pro-
ject, and shall be subject to the review of the City's T~ndscape Architect and
approval of the City Engin~_r.
The plan shall conform to good, accepted standard procedures and require-
ments with special consideration for soil conditions encountered within the pro-
ject area. The plan shall include specifications for the preparation of the
existing soils or for the application of topsoil or amendments to the slopes to
encourage vigorous growth. The landscape architect shall be responsible for
full compliance with the standards and procedures as detailed in the Guidelines
and Specifications for Landscape Develo~nent as adopted by Resolution of the
City Oouncil. Extraordinary effort shall be made to develop water conservation
programs throughout the planting, irrigation, and maintenance plans and specifi-
cations.
Section 2:
This ordinance shall take effect and be in force thirty (30) days after the
date of its passage; and before the expiration of fifteen (15) days after its
passage, it shall be published once with the names and members voting for and
against the same in the Poway N~ws Chieftain, a newspaper of general circulation
published in the City of Poway.
