MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
JANUARY 29, 1998
The January 29, 1998 meeting, adjourned from the January 27, 1998 regular
meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by
Deputy Mayor Goldby at the City Council Chambers, 13325 Civic Center Drive, Poway,
California.

Deputy Mayor Goldby explained the procedure for Public Oral Communications. There
was no one present wishing to speak.

PRE-GENERAL PLAN AMENDMENTS
City Manager Bowersox reviewed the process for a Pre-GPA. It gives the applicant a
sense of the Council's opinion of a project prior to expending funds and making formal
application. The statements made by the Council are not binding and no decision is made
on the project.

Pre-GPA 98-01A
Applicant: Dr. Rheinhardt.
West side of Pomerado Road, south of St. Michael's Catholic Church.
Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting
a change from RRC to RC and RS-2 for 14.2 acres. The applicant is proposing three uses
for the site. Approximately 5.4 acres is proposed to be redesignated Residential
Condominium (RC) to accommodate a senior assisted living facility. Six acres on the west
end of the property, would be used for single family homes at RS-2 density and the
remaining 2.8 acres adjacent to St. Michael's would be made available for the potential
expansion of the church facility. The proposed changes would be subject to a vote of the
people under Proposition FF.

Pre-GPA 98-01B
Applicant: Mr. Chen
South side of Twin Peaks, west of Circle K.
Staff report by Director of Planning Services Wdght-Quastler. The applicant is requesting
a change from RS-4 to RS-7, MU or RC for 2.15 acres. The property has been the subject
of three previous amendment requests; Pre-GPA 86-02A which requested a redesignation
from RS-4 to Residential Condominiums (RC); TTM 88-10 for a seven lot subdivision, and
Pre-GPA 90-01D which requested a redesignation to Commercial Neighborhood (CN). No
formal GPA/Zone Change application was submitted. TTM 88-10 was denied based on
incompatibility of the proposed residential use with the surrounding commercial and
recreational uses. Council has indicated in previous reviews that it was their belief that a
public/semi-public use would be a suitable use alternative for the site.
The current proposal is for three different possible land use scenarios. The first is to
redesignate the two-acre parcel from RS-4 to RS-7 (4-8 du/net acre). The second

alternative would further increase the density to 7-12 du/net acre under the Residential
Condominium zone (RC). In addition to the proposed residential density increases, the
applicant is also considering the inclusion of a child care center, a permitted use subject
to approval of a conditional use permit. The third alternative proposes redesignation to a
Mixed Use zone (MU). The applicant has created a specific plan that would accompany
a formal General Plan amendment for the MU zone to limit the types of commemial uses
to those compatible with the neighborhood.

Council concurred that possibly a TTM that meets all zone standards would be supported.
Pre-GPA 98-01C
Applicant: Norm Snider
13102 Ridgedale Road
Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting
a change from RS-7 to CB to allow expansion of an RV rental/sales business. The
proposed amendment would be for an approximate one-quarter acre residential lot located
behind the business on Poway Road, immediately east of McDonald's restaurant with
access from Ridgedale Drive. The subject lot contains a single family home that has been
used for residential purposes since its construction in 1962. Expansion of a non-
conforming use would require approval of a conditional use permit.

Pre-GPA 98-01D
Applicant: Bob Beecroff
South side of Oak Knoll Road, west of Carriage Road
Staff report by Director of Planning Services Wright-Quastler. The applicant is requesting
a rezone of 9 acres on the north side and 6 acres on the south side of Oak Knoll Road
from RS-7 to RC. This is a 15 parcel site. The nine parcels located north of Oak Knoll are
currently owned by Mr. and Mrs. Harmon, who also own a single family home on-site. The
remaining pamels are vacant and abut the applicant's apartment complex to the west. The
City-owned Kumeyaay Historic Site is located immediately north of the Harmon Property.
There are six parcels south of Oak Knoll Rd. Three contain single family homes, three are
vacant. One of the single family homes is currently for sale and will not be included in the
project. All of the southerly parcels are located within floodway and/or 100-year floodplain.
The applicant proposes to purchase the properties and construct condominiums on the
north side of the road and neighborhood recreational facilities such as tennis courts,
basketball courts and tot lots on the south side.

Councilmember Goldby stated that he felt the slight increase in density from 6-8 du/net
acre to 7-12 du/net acre seemed favorable compared with the positive aspects provided
such as owner occupied units, public amenities and recreational facilities.
Councilmember Rexford stated she supported the condominium concept and liked the idea
of the recreational facilities, tot lot, tennis court and basketball court.
Councilmember Emery expressed concerns with venturing an opinion as the property
under discussion is wedged between apartments and single family homes and a new sub-
division. He would look for neighborhood support.
ITEM 2 (1404-03)
PROPOSAL FOR OFF-ROAD SKATEBOARD EVENT
Introduction of item by City Manager Bowersox. This item was placed on the agenda at
the request of the applicant and proposes using trails near the business park where his
business is located for an "Xtreme Xross-terrain Skateboarding event area."

in Poway stated that the horse trails would not lend themselves to the type of event he is
considering and requested Council direction as to areas within the City with potential for
an off-road skate park. There is a need for area where spectators can walk around to view
the event.
Council concurred that the applicant should meet with staff to get a list of locations to
check out and also suggested several potential sites outside of Poway such as the rock
quarry in Carroll Canyon or the County Park area between Poway and Santee.
ADJOURNMENT
Upon motion by Councilmember Emery, seconded by Councilmember Rexford, Deputy
Mayor Goldby ordered the meeting adjourned at 7:43 p.m.
