The June 10, 2008 Regular Meeting of the City Council of the City of Poway was called
to order at 7.02 p.m. by Mayor Cafagna at the Poway City Council Chambers, 13325
Civic Center Drive, Poway, California.

Presentation of 30-year Service Award to E. Kevin O'Reilly, Water Treatment
Plant Supervisor: Kevin Haupt recognized Kevin O'Reilly for his 30 year service to
the Public Works Department. He presented Mr O'Reilly with a watch in recognition
of his service.
Group Presentations by the Poway Community Leadership Institute:
Councilmember Boyack introduced the 4 different groups that comprise the Poway
Community Leadership Institute (PCLI) Each group spoke about their mission,
accomplishments, and work that benefits the community Individuals who are
interested in volunteering may contact Council member Boyack.
Mayor Cafagna acknowledged and welcomed Boy Scouts Troop 625 who were in

City Council member Announcements
Councilmember Rexford spoke about the Escondido Humane Society that
provides shelter for homeless pets. Councilmember Rexford also introduced a
picture of a 2 year-old neutered, male dog, named Jay who is available for adoption.

Public Oral Communications
R.W "Nick" Stavros expressed concern about affordable housing in Poway being
located in a certain district. He added that these developments are not consistent
with the general plan in regard to parks and open space
Public HearinQs
1 Proposed Resolution of Intention to Establish Underground Utility District No
66 (0910-20)
Bob Manis, Director of Development Services provided the staff report. The
Poway Redevelopment Agency plans to reconstruct Oak Knoll Road from
Poway Road to Carriage Road as part of the Oak Knoll Road Revitalization
Project. The proposed Oak Knoll Road street improvements will include the
undergrounding of existing overhead utilities using Rule 20B of the California
Public Utilities Commission. Rule 20 requires the formation of an underground
utility district. The adoption of this Resolution of Intention is the first step in
forming the district.
City Council Action: Motion by Councilmember Boyack, seconded by
Council member Rexford to close the public hearing and adopt Resolution 08-
036 entitled, "A Resolution of the City Council of the City of Poway, California,
Declaring the Intention to Establish Underground Utility District No 66 "
Motion carried 4-0, with Deputy Mayor Emery absent.
2. California Municipal Finance Authority Membership Agreement and Support for
the Tax-Exempt Bonds to Finance the Acquisition and Rehabilitation of Oak
Knoll Villas. (0440-10)
Ingrid Alverde, Housing Program Manager, provided the staff report. On March
11, 2008, the Poway Redevelopment Agency approved a $7.3 million housing
fund loan to Community HousingWorks (CHW) for the acquisition and
rehabilitation of Oak Knoll Villas, located at 12509 Oak Knoll Road. It was
anticipated that the developer would secure up to $6 5 million for construction
with tax-exempt bonds. The developer has elected to work with the California
Municipal Finance Authority (Authority) because of their experience issuing tax-
exempt bonds throughout the State of California. Pursuant to the Tax and
Equity Fiscal Responsibility Act (TEFRA), it is necessary for the City of Poway

to become a member of the Authority and support the project at a public
hearing before the authority can issue the bonds
City Council Action: Motion by Councilmember Rexford, seconded by
Councilmember Boyack to close the public hearing and adopt Resolution 08-
037 entitled, "A Resolution of the City Council of the City of Poway, California,
Approving, Authorizing, and Directing the Execution of a Joint Exercise of
Powers Agreement Relating to the California Municipal Finance Authority;" and
Execute the Joint Exercise of Powers Agreement. Adopt Resolution 08-038
entitled, "A Resolution of the City Council of the City of Poway, California,
Approving the Issuance of Tax-Exempt Bonds by the California Municipal
Finance Authority for a Limited Partnership to be Established by Community
Housing Works or an Affiliate Thereof, with Respect to a Multifamily Apartment
Project." Motion carried 4-0, with Deputy Mayor Emery absent.
3 TransNet Local Street Improvement Program List of Projects for Fiscal Years
2008/2009 through 2012/2013 (0490-84)
Zoubir Ouadah, Traffic Engineer, provided the staff report. SANDAG, as the
Metropolitan Planning Organization (MPO) is required by State and Federal
laws to develop and adopt a Regional Transportation Improvement Program
(RTIP) every two years The RTIP is a multi-year program of proposed major
highway, arterial, transit, and bikeway projects. It also includes projects funded
by revenues from the TransNet half cent sales tax. In order for local agencies
to apply for Federal or State grants, projects must be included in the RTIP
Barry J Schultz spoke in support of this project, but expressed concern about
the Environmental Impact Report (EIR) and requested the opportunity for the
community to provide input to staff

Ouadah provided a response
City Council Action: Motion by Councilmember Rexford, seconded by
Council member Boyack to close the public hearing and adopt Resolution 08-
039 entitled, "A Resolution of the City Council of the City of Poway, California,
Adopting the TransNet Local Street Improvement Program list of Projects for
Fiscal Year 2008/2009 through 2012/2013" Motion carried 4-0, with Deputy
Mayor Emery absent.

City Council Action: City Council heard the presentations, received and filed
the report, with Deputy Mayor Emery absent.

Motion by Councilmember Rexford, seconded by Councilmember Boyack to approve
the consent calendar consisting of items 5 through 6 and 9 through 20 as submitted.
Motion carried 4-0, with Deputy Mayor Emery absent.

Executive Forum: Councilmember Rexford spoke about the
seminars she attended in regard to wild fire protection, water issues
and conservation, and the state budget.
