MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING
FEBRUARY 19, 1998
The February 19, 1998 meeting, adjourned from the February 17, 1998 regular
meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor
Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Higginson explained the procedure for Public Oral Communications. There was no
one present wishing to speak.
ITEM 1 (1401-03)
ARBOLITOS PARK LIGHTING DEMO
Staff report by Director of Community Services Thomas. The Parks & Recreation
Committee is requesting that the City Council appropriate $5,000 to conduct a lighting
demonstration at Arbolitos Sports Field in order to evaluate the effect of lights on the
surrounding neighborhoods. The park has been open for 5 months and the fields have

been in continuous use. When the City Council reviewed the Conditional Use Permit for
the park, the issue of whether to provide lights caused considerable discussion. The City
Council approved it without lights. However, the Parks & Recreation committee would like
to have a demonstration to be able to determine the level of light and noise to the
neighborhood. Musco Sports Lighting will install temporary lights for two nights at a cost
of $5,000. Games will be scheduled for play during this time.

In response to Council query, Director Thomas stated the temporary poles would be 60
feet in height and the permanent ones, if installed, would be 80 feet. Musco does not have
80 foot high temporary lights.
Councilmember Goldby stated he is concerned about the impacts on the residents, but a
test will enable us to evaluate those impacts. He asked that noise monitoring equipment
be used.
Councilmember Emery stated he doesn't like the idea of changing a decision but he is
willing to go ahead with the demonstration. He asked that full notification be given to
residents on Colony Drive, Crestwood and Powers Road.
Councilmember Rexford asked about doing tests at other non-lighted fields.
Motion by Councilmember Emery, seconded by Councilmember Goldby to appropriate
$5,000 for a two day demonstration with full notice to be given to surrounding neighbors
and noise monitoring equipment available. Motion carried 4-0 with Councilmember
Cafagna absent.
ITEM 3 (1503-02)
SANDAG/DRAFT HOUSING ELEMENT
Susan Baldwin, Senior Regional Planner with SANDAG, gave the background of the San
Diego region's self-certification of general plan housing elements pilot program. The

program was authorized by AB 1717, authored by Assemblyman Jan Goldsmith. ^
Housing Element Advisory Committee has been meeting regularly to design the program.
Councilmember Rexford and Director of Planning Services VVright-Quastler were members
of the Committee. Two separate procedures were established. The first would apply to
certification of the housing element that is due to be prepared in 1999 for the period 1999-
2004 and the second would apply to subsequent elements. Poway will not be able to self-
certify in 1999 because it has not met its affordable housing goal, however, it will most
likely be able to self-certify in 2004. Ms. Baldwin stated that the Committee's report is out
for public review and comment before being presented to the SANDAG Board of Directors
for approval
Council expressed concerns that state housing element law can require a local agency to
provide for more growth than it wants. They did agree that getting credit for things other
than new construction is a help.
Following discussion, Director of Planning Services Wright-Quastler stated she will take
the comments and put them in a letter to SANDAG which will be on the City Council's
agenda for approval on March 3,1998.
ITEM 2
POWAY'S EMERGENCY PLAN
City Manager Bowersox stated that with the rains this winter, the City could find itself in an
emergency situation. Fire Division Chief Bob Krans reviewed the City's Emergency Plan
with the Councilmembers

Upon motion by Councilmember Emery, seconded by Councilmember Rexford, Mayor
Higginson ordered the meeting adjourned at 7:55 p.m.
