MINUTES OF THE CiTY COUNCIL ADJOURNED REGULAR MEETING
JANUARY 7, 1999
The January 7, 1999, adjourned regular meeting of the City Council of the City of
Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers,
13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. There was no
one present wishing to speak.
ITEM 1 (1301-01)
POWAY HIGH SCHOOL EVENT TRAFFIC SAFETY
Introduction by City Manager Bowersox. Traffic Engineer Robinson provided a brief
overview of the staff report. The recommendations were the result of meetings held
between the Traffic Safety Committee, staff, citizens, parents of Poway High students and
Poway High School senior staff. The recommendations are to 1) assist Poway High
School in acquisition of portable signs with flashers that are to be posted on Espola Road
by school staff; 2) install temporary median barriers, measure driver reaction and
determine effect on peak period congestion; 3) consider installing higher intensity street
lights; and 4) work with Sheriff's Deputies to identify other actions to enhance pedestrian
and driver safety.

General discussion ensued. Council stated the schools should enforce the use of parking
lots vs. neighborhoods; proceed with putting in an additional parking lot on Lot F as
originally intended.
Speaking to the item:
Linda Vanderveen 13571 Summit Circle, member of the Poway Unified School
District Board, stated that the current parking lots are limited to use by Juniors and Seniors;
disagreed with the laws regarding the existing, signed, flashing yellow lights as she feels
they should be okay for use during special events; suggested the City pursue the
possibility of double fines for parking in front of the school.
Joan Vogel, 13018 Edina Way, concerned parent, stated she supported the
pursuit of double fines for parking in front of the school; suggested positioning of Senior
Citizen Patrol with radar guns in front of the school.
General discussion ensued. Council supported the proposed recommendations except the
installation of medians. The also requested staff look into having the Senior Volunteer
Patrol positioned with radar guns; assisting the PUSD with the Lot F parking lot issue and
coordinate the setting up of a joint meeting with the PUSD.
ITEM 2 (203-21)
OVERVIEW OF POWAY ROAD SPECIFIC PLAN
POWAY ROAD REVITALIZATION
Introduction by City Manager Bowersox. Principal Planner Streeter provided a brief
overview of the process used to develop the Poway Road Specific Plan.
Director of Redevelopment Services Shafer provided an overview of the actions taken for
the revitalization of Poway Road. He then introduced Jim Harrigan of Economic
Development Systems who provided an overview of the "Poway Road Retail Voids
Analysis" and recommendations, and responded to questions. Mr. Harrigan requested
direction on the filling of vacancies; recruitment of investors and a location for the proposed
restaurant row concept.

General discussion ensued. Consensus was that communication between the
City/Agency, business owners and citizens needed to remain open; projects should be
pedestrian friendly; include creek involvement when possible via walking trails etc.; pursue
town center concept; subcommittee to look at boundaries; pursue restaurant row with 2-3
upscale restaurants to the west of the library site; use the voids analysis as a guide to fill
any vacancies.
ADJOURNMENT
On motion by Councilmember Goldby, seconded by Councilmember Higginson, Mayor
Cafagna adjourned the meeting at 8:02 p.m.
