CC 1999 02-18 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL ADJOURNED REGULAR MEETING FEBRUARY 18, 1999 The February 18, 1999, meeting, adjourned from the February 16, 1999 regular meeting of the City Council of the City of Poway, was called to order at 6:08 p.m., by Councilmember Higginson at the City Council Chambers, 13325 Civic Center Drive, Poway, California. COUNCILMEMBERS PRESENT AT ROLL CALL Don Higginson, Jay Goldby, Betty Rexford COUNCILMEMBERS ABSENT AT ROLL CALL Bob Emery, Mickey Cafagna (Mayor Cafagna arrived at 6:15 p.m.) STAFF MEMBERS PRESENT James Bowersox Lori Anne Peoples Penny Riley Javid Siminou Mark Sanchez John Tenwolde Kim Carson Tom Cleary Leonard Zuniga Steve Streeter City Manager City Clerk Deputy City Manager Acting Director of Engineering Services Director of Safety Services Sheriffs Captain Sheriffs Sergeant Sheriffs Sergeant Sheriffs Lieutenant Principal Planner PUBLIC ORAL COMMUNICATIONS Councilmember Higginson explained the procedure for Public Oral Communications. There was no one present wishing to speak. ITEM I (1301-01) LAW ENFORCEMENT ISSUES IN POWAY Captain Tenwolde, Commander of the Poway Sheriff's Station provided a brief overview of the services they provide. He then introduced the following officers who made brief verbal and power point presentations and responded to questions of the Council: Sergeant Kim Carson, Administrative Supervisor, presented an overview of patrol and traffic operations; Detective Sergeant Tom Cleary, presented an overview of criminal 6549 Page 2 - CITY OF POWAY - February 18, 1999 investigations and Lieutenant Zuniga, Executive Officer, presented an overview of specialized resources, functions and accomplishments. Captain Tenwolde then discussed major goals and objectives for 1999. Speakers wishing to be heard were: Susan Callery, 13065 Edina Lane, representing the Green Valley Civic Association, expressed concerns with people speeding in the residential neighborhoods and excessive speeds on Espola and Twin Peaks. Farley Dickinson, 17041 Cloudcroft, expressed concerns with speeding in her neighborhood. City Manager Bowersox responded to funding questions of the Council and re-emphasized the goals being implemented will be increased visibility of officers via foot and bike patrol as well as increased community involvement, resurrect the Sheriff's Explorer Post, follow- up with crime victims, implementation of a "Crime Free Multi-Housing Program" where tenants/landlords establish their facility as crime free, increase the number of deputies by one and acquisition of another radar trailer. Council concurred that they also would like an annual presentation by the Sheriff's Department. ITEM 2 (203-18) PRE-DEVELOPMENT CONFERENCE 99-01A APPLICANT: STEVEN STONE Staff report by City Manager Bowersox. This is a request to redesignate a 9.53 acre parcel located on the southeast corner of Solera Way and Tannin Drive from Open Space- Reserve (OS-R) to Rural ResidentiaI-A (RR-A) for the purpose of constructing a single family home. The applicant, Steven Stone provided a brief overview of the history of the property. It has been owned by the Catholic Diocese of San Diego since 1978 and he currently has it in escrow. It was originally contemplated that the property would be used by the Diocese for a church or church retreat facility. The current zoning and land use became effective November 1988 with the passage of Proposition FF. Immediately prior to the passage of Proposition FF, the property was zoned OS, which among other uses, allowed the development of a single family dwelling. The City Attorney was consulted to determine whether redesignation to RR-A could be perceived to be in conflict with Proposition FF, and he concluded that the property could be rezoned to a residential zone to allow one 6550 Page 3 - CITY OF POWAY - February 18, 1999 residential unit (the 1988 level) without voter approval. However, since the RR-A designation would allow mom than one unit, favorable consideration of the RR-A request must be conditioned to restrict further subdivision of the property. The applicant stated that he did not have a problem with that condition being applied. Council concurred that this would be a beneficial use of the property. ITEM 3 (203-18) PRE-DEVELOPMENT CONFERENCE 99-01B APPLICANT: JOSEPH BAYANI Staff report by City Manager Bowersox. This is a request to redesignate a 8.1 acre site located on the southwest corner of Pomerado Road and Leona Lane from Residential Single Family-3 (RS-3) to Residential Single Family-4 (RS-4) permitting him to split his existing lot and build a new home. Them are several other development projects proposed in the project ama including a new day care center and the construction of four new single family homes. The proposed redesignation would provide potential for only two additiOnal parcels, one being the applicant's. The applicant, Joe Bayani spoke in support of his proposal citing support of the other developers and homeowners in the ama. Council expressed the need to view the property and adjoining ama. ADJOURNMENT Mayor Cafagna adjourned the meeting at 7:27 p.m., on motion by Councilmember Goldby, seconded by Councilmember Higginson with Deputy Mayor Emery absent.
