MARCH 4, 1999
The March 4, 1999, meeting, adjourned from the March 2, 1999 regular meeting of
the City Council of the City of Poway, was called to order at 6:08 p.m., by Mayor Cafagna
at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. There was no
one present wishing to speak.
ITEM 1 (1206-02)
FIBER-OPTIC CABLE/PHONE SERVICE
APPLICANT: COX COMMUNICATIONS
Introduction by City Manager Bowersox. Cox Communications, Inc. is proposing to install
36 power supply units in Poway. These units according to Cox, are necessary to provide
power in emergencies when there is a commercial power outage and will also provide Cox
with the capability of offering local phone service. Staff is recommending the EIR and DR
process be required, and that Council establish a policy to establish a cap on the number

of items placed in right of ways.
Director of Community Services Thomas provided a bdef overview of the staff report noting
a correction on page 3 of 40, item 2 should read addresses adjacent to each location, not
within 500 feet of each location.
Presentation by Mary Ball, Director of Government and Community Relations and Steve
Gautereaux, Vice President Network Manager for Cox Communications. (Copy on file in
the Office of the City Clerk).
Council concurred with staff recommendation that an Environmental Review be conducted
in association with each application or permit for a power supply unit and a Minor
Development Review be conducted by staff on each of the 36 sites proposed for the power
supply units.

WIRELESS COMMUNICATION NETWORK
APPLICANT: METRICOM, INC.
Introduction by City Manager Bowersox. Metricom, Inc. is a provider of wireless data
communication and is planning on providing service to the San Diego region. They have
requested an agreement to use Poway's street light poles for placement of small radio
repeaters. Staff report by Community Services Director Thomas. If Council authorizes
this, the City would receive revenue from the annual light pole rental and a 5 percent
franchise fee of gross revenues derived from subscribers in the City of Poway.
Presentation by Darrell Daugherty of Metdcom, Inc. who displayed a small radio repeater
which is installed to a street light pole and connects wireless users to each other and to the
public telephone network. They operate off of one watt, like a garage door opener. Users
are able to send or receive files and electronic mail with a laptop computer, to home or
office computers, dial into online services and connect to the Intemet from anywhere in the
service area without plugging into a telephone jack. They are requesting a non-exclusive
agreement to use approximately 173 street light poles. An example of an installed unit, is
located on the light pole across from the City Hall driveway on Civic Center Drive.
Metricom currently has contracts with cities in Northern California, Seattle, Washington and
Washington D.C.
Council concurred with staff recommendation to authorize the City Manager to negotiate
and execute a non-exclusive agreement with Metricom, Inc. for the installation and
operation of a wireless communication network that utilizes Poway's street light poles for
mounting of communication hardware.

Mayor Cafagna noted that the applicant had withdrawn their application.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 7:40 p.m., on motion by Councilmember Goldby,
seconded by Councilmember Rexford with Councilmember Higginson absent.
