MINUTES OF THE CITY COUNCIL REGULAR MEETING
MARCH 16, 1999
The March 16, 1999, regular meeting of the City Council of the City of Poway, was
called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic
Center Drive, Poway, California.

Mayor Cafagna explained the procedure for Public Oral Communications. There was no
one present wishing to be heard.
CONSENT CALENDAR
Mayor Cafagna stated he had received a request from the public to pull Item 7.1 from the
Consent Calendar. Motion by Councilmember Higginson, seconded by Councilmember
Rexford, to approve the remainder of the Consent Calendar as follows:

ITEM 1 (203-10)
MINOR DEVELOPMENT REVIEW 98-115, APPEAL
APPLICANT: JACK KIRKER
Mayor Cafagna opened the public hearing. Introduction by City Manager Bowersox. This
is an appeal of staff approval of a request to construct a 4,021 square foot single family
home on a one acre lot located at 17710 Valle Verde Road. The attorney for the applicant
has requested a 30 day continuance.
There was no one present wishing to speak.
Motion by Deputy Mayor Emery, seconded by Councilmember Rexford, to continue the
public hearing to April 13, 1999. Motion carried unanimously.
ITEM 2 (203-15)
STATUS REPORT
NON-CONFORMING SIGNS
Staff report by City Manager Bowersox. On February 2, 1999, Council directed staff to
prepare an informational report on non-conforming signs located throughout the City.
Presently, there are 21 legal non-conforming signs and 2 illegal non-conforming signs
remaining in the City. The property owners of the 2 illegal non-conforming signs have been
notified to remove them or bdng them into compliance. Code compliance is working with
the owners of the 21 legal non-conforming signs to have them removed or brought into
compliance.
Council concurred to receive and file the report.
ITEM 3 (1141-09)
HIGH VALLEY STUDY
Staff report by City Manager Bowersox. The Jacinto Map, TTM 98-01, located in High
Valley generated a significant amount of opposition from surrounding property owners and

members of the High Valley Home Owners Association. The project proposed a
subdivision that included several irregularly-shaped lots, inconsistent with the parcel
configuration typically found within High Valley. To ensure this type of subdivision design
does not reoccur, staff was directed to study the development potential that remains in
High Valley and identify any changes necessary that would encourage the creation of more
standard lot configuration.

Dorothea Hover-Kramer, 15373 Skyridge, commended staff on their report.
Les Konicki, 15325 Skyridge, thanked Council for addressing the issues.
City Manager Bowersox addressed the High Valley water situation which is currently under
study by Boyle (current system capacity vs. build out) as part of the capital improvement
project waterline replacement project. Council requested staff notify the residents about
the CIP waterline replacement project in High Valley as the project moves forward.
Motion by Deputy Mayor Emery, seconded by Councilmember Rexford, to direct staff not
to process subdivision maps that contain parcels with lot ratios greater than three to one
unless it is necessary for the preservation of a significant resource or directed otherwise
by Council. Motion carried unanimously.
ITEM 7.1 (203-07)
TEMPORARY USE PERMIT 98-57
APPLICANT: SHERWOOD WIRT - J2K
Staff report by City Manager Bowersox. This is a request for a Temporary Use Permit by
a committee of North County Pastors and Church Members to hold a Jesus Christ
Celebration 2000 (J2K) to honor Jesus Christ's 2000th Birth Year at Lake Poway Park on
Sunday, July 16, 2000.
The following person was present wishing to speak:
Kay Agdesti, 16291 Country Day Road, Bridlewood Country Estates, neighborhood next
to park, inquired as to the parking, crowd, security, bussing, sanitation and overall event
control.
Sherwood Wirt, 14140 Mazatlan Court, organizer of the event, responded to questions of
the Council.

General discussion ensued with main concerns being the need to determine the capacity
of the area in order to limit attendance, determination of acceptable security deposit,
logistics issues and First Amendment issues involved in this approval.
Motion by Deputy Mayor Emery, seconded by Councilmember Rexford, to reserve the date
for this applicant and continue the item for 90 days to June 15, 1999, to allow the applicant
and staff time to address the areas of concern expressed by Council. Motion carried
unanimously.
