MAY 6, 1999
The May 6, 1999 meeting, adjourned from the May 4, 1999 regular meeting of the
City Council of the City of Poway, was called to order at 6:00 p.m., by Deputy Mayor Emery
at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

Staff report by City Manager Bowersox. This report responds to Council direction to draft
a long-term goal for the City and Agency mobile home parks and Haley Ranch Estates.
The goal is to insure an ownership and rent structure which maintains and enhances the
quality of services of these properties. The policies are: 1 ) design of a strategy to transfer
ownership which will ensure continued operation consistent with this policy, 2) the transfer
to be done at a time when rants and income can financially sustain the property without
subsidy from the City or Agency, 3) rants for new residents should be set at or below
market rent consistent with long term financial needs of the Park. Existing residents rent
to be set by terms of existing leases, 4) City to ensure long term operation in accordance
with the policy through a recorded regulatory agreement when the property is
sold/transferred, 5) residents to be made aware of the development of this policy and again
when it is determined the property is ready to be considered for sale/transfer, 6)
sale/transfer to be done consistent with existing restrictions and requirements, example
current Haley Ranch covenants for income levels would be made part of regulatory
agreement and 7) Haley Ranch and adjacent vacant property should be "packaged" and
offered as one project.
The following persons were present wishing to speak:
Herb Sorter, 13630 Marigold Drive, stated he agreed with the policy and made inquiry as
to what other cities are doing; recapture agreement; would Haley Ranch result in subsidy
by other parks renters; profit and loss statement; park owners be able to purchase lots.
Director of Redevelopment Services Shafer responded to the questions of Mr. Sorter and
Council.
Council thanked the Housing Commission and staff for their work on the policy and
expressed support of the divesture of City/Agency ownership.
Dorothy Thompson, 13108 Dana Vista, representing the Poway Royal Homeowners
Association stated that not all residents oppose the City/Agency ownership of the parks.
Deputy Mayor Emery requested and received concurrence from Council to take Item 3
next.

Deputy Mayor Emery noted that no decision is made during a pre-development conference
and that it provides an opportunity for the applicant to present their proposal and get some
feedback from Council.
Staff report by City Manager Bowersox. This is a request to add a caretaker's unit to an
existing chiropractic office. This use was previously allowed when the property was zoned
Manufacturing Service (MS) but was not specifically addressed in the Automotive General
Commercial (ACG) zone which was adopted with the Poway Road Specific Plan.

Deputy Mayor Emery noted that no decision is made dudng a pre-development conference
and that it provides an opportunity for the applicant to present their proposal and get some
feedback from Council.
Staff report by City Manager Bowersox. The proposed development is for 41 rural
residential lots (lot averaged, 4 acre minimum lot size), a 9-hole private golf course, open
space lots and agricultural easements over an approximately 415 gross acre property.
