CC 1999 05-18 CITY OF POWAY, CALIFORNIA MINUTES OF THE CITY COUNCIL REGULAR MEETING MAY 18, 1999 The May 18, 1999, regular meeting of the City Council of the City of Poway, was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California. PRESENTATIONS Mayor Cafagna presented a Certificate of Commendation to Coach Branstetter and the Poway High School Titan Varsity Wrestling Team in recognition of their receipt of the 1998/99 State Wrestling Champions title. PUBLIC ORAL COMMUNICATIONS Mayor Cafagna explained the procedure for Public Oral Communications. The following person was present wishing to speak: Merrilee Boyack, 14418 Crestwood, representing the Pomerado Elementary School PTA, 6632 Page 2 - CITY OF POWAY - May 18, 1999 presented a letter and petitions from parents, guardians, relatives and neighbors of children attending the school, requesting support in obtaining flashing lights on Pomerado Road and the elimination of the northern crosswalk at Pomerado and Ninth Street. CONSENT CALENDAR Motion by Deputy Mayor Emery, seconded by Councilmember Rexford, to approve the Consent Calendar as follows: 3. Ratification of Warrant Register for the period of April 26-30, 1999. (401-10) Approval of Minutes - City Council April 27, 1999 - Regular Meeting Annual Review of City's Investment Policy and Adoption of Resolution No. 99-036 Amending Investment Policy for Public Funds and Rescinding Resolution No. 98- 034. (102-05) Approval of Report of Administrative Action Taken on City Council-Initiated and Public Inquiry Items for period of October 6, 1998 through May 23, 1999.(701-10) Acceptance of the Oveday Program, 1998-1999 Street Maintenance Program (407- 4320) from SRM Contracting & Paving. (602-01 #1257) Acceptance of the Espola Road Improvements from Cloudcroft Drive to Blue Sky Preserve (#5284) from Archer Western Contractors, Ltd. (602-01 #281R) 10. Adoption of Planning Resolution No. P-99-40 - Approval of Minor Development Review 99-53, Harold Siegenberg, Applicant: A request to construct a 580 square foot garden patio adjacent to The Paguay Pub (formerly The Hitching Post Bar) at 13314 Poway Road. (203-10) Motion carried unanimously. ITEM 1 (203-24) ENVIRONMENTAL ASSESSMENT MINOR CONDITIONAL USE PERMIT 99-03 DEVELOPMENT REVIEW 99-06 APPLICANT: FIRST AMERICAN AUTOMOTIVE Mayor Cafagna opened the public hearing. Staff report by City Manager Bowersox. 6633 Page 3 - CITY OF POWAY - May 18, 1999 This is a request to construct an auto dealership on a 3.63 acre property located at 13741- 13761 Poway Road. A minor conditional use permit approval is also requested for the auto service center. The following people were present wishing to speak: Joe St. Lucas, 13033 Earlgate Court, representing the Westgate Homeowner's Association, expressed concerns with increased traffic, noise from outdoor sound systems, test drives on residential streets, the need for a traffic signal at Gate Drive. Mike Matsumoto, 13114 Gate Drive, directly across street from proposed dealership, expressed concerns with increased traffic, parking of employees and customers on Gate Ddve, noise from alarms, air tools and steam cleaners, lighting spill over into neighborhood and the delivery times of transport vehicles. Jerry Patterson, 13782 Paseo Valle Alto, General Manager of Poway Honda, stated his belief that the concerns of the neighbors had been addressed in the conditions placed upon them and spoke briefly on the item of issue to them, which is the use of the "Honda Blue" on the building. Walt Wagner, 7234 Columbine Drive, Carlsbad, Design Architect Consultant of Design Forum for First American Honda spoke to the "corporate image" of Honda and their request for the use of the "Honda Blue" and metal cylinder signage on the building. Philip Giesing, 13801 Poway Road, expressed concerns with traffic, noise and color impacts on the surrounding properties. Council discussion ensued. Councilmember Rexford stated for the record that she had viewed the metal product and "Honda Blue" color proposed by the applicant, but had not received any other information that had not been presented to the Council as a whole. Motion by Councilmember Goldby, seconded by Councilmember Higginson, to adopt Planning Resolution No. P-99-41, entitled, "A Resolution of the City Council of the City of Poway, California Approving Minor Conditional Use Permit 99-03 and Development Review 99-06 Assessor's Parcel Number 317-190-15, 16, 17, 18, 20, 28 and 39," as amended to allow the entry rotunda and accent wave band to remain metal and the "Honda Blue" color to be used on the rotunda and accent wave band. Motion carried unanimously 6634 Page 4 - CITY OF POWAY - May 18, 1999 ITEM 2 (1503-02) SANDAG REGIONAL HOUSING SHARE ALLOCATION AND PRELIMINARY 2020 CITIES/COUNTY FORECAST City Manager Bowersox requested these items be continued to June 8, 1999 to allow time for staff to pursue corrected allocation tables from SANDAG. Motion by Councilmember Goldby, seconded by Councilmember Higginson, to continue these reports to the meeting of June 8, 1999. Motion carried unanimously. MAYOR AND CITY COUNCIL-INITIATED ITEMS Deputy Mayor Emery requested staff look into whether the bus stops could be relocated into the new utility turnouts on the bend of Espola Road and reported that he observed a trolley design bus making an unscheduled stop mid-block on Twin Peaks Road between Community and Midland.
