SEPTEMBER 2, 1999
The September 2, 1999 meeting, adjourned from the August 31, 1999 regular
meeting of the City Council of the City of Poway, was called to order at 6:00 p.m., by Mayor
Cafagna at the City Council Chambers, 13325 Civic Center Drive, Poway, California.

PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. There was no
one present wishing to speak.
Mayor Cafagna requested and received concurrence of the Council to hear Item 2 prior to
Item 1.

SYCAMORE ESTATES SUBDIVISION
APPLICANT: CORKY MCMILLIN COMPANIES

Introduction by City Manager Bowersox. Council had expressed interest in hearing from
the McMillin Companies on their proposed subdivision in Sycamore Canyon, and the
potential impacts it would have on City services.
Jim Hunter, Executive Vice President with Corky McMillin Companies, introduced other
staff members in the audience and then made a power point presentation (handout on file
in the Office of the City Clerk) on the proposed subdivision.
The following people were present speaking in opposition to the proposal:
Bruce Tarzy, 15912 Ranch Hollow Road
Kathi Muela, 13333 Racquet Court
Ted Tchang, 3575 Kenyon Street, San Diego, representing Tech Business
Tony Aviano, 12729 Stone Canyon Road
Linda Richardson, representing the Hammon Company
Javier Merino, 11540 Creek Road
Scott Curtis, Creek Road
Kelly Hutchinson, 11225 Beeler Canyon Road
General discussion ensued with concerns raised on traffic impacts that were never
anticipated from the proposed development area, safety services impacts, water and sewer
connections, the only access to this San Diego project would be through the City of Poway
without impacts outweighing potential benefits.
Consensus of the Council was not to endorse a project that takes access solely through
the City of Poway.
Mayor Cafagna declared a break at 7:56 p.m.
Council reconvened at 8:03 p.m. with all Councilmembers present.

Councilmember Goldby requested and received concurrence from the Council, to have
this item continued to a future workshop.

Mayor Cafagna adjourned the meeting at 8:04 p.m. on motion by Councilmember Rexford,
seconded by Deputy Mayor Emery.
