MINUTES OF THE CITY COUNCIL REGULAR MEETING
SEPTEMBER 21, 1999
The September 21, 1999, regular meeting of the City Council of the City of Poway,
was called to order at 7:00 p.m., by Mayor Cafagna at the City Council Chambers, 13325
Civic Center Drive, Poway, California.

PROCLAMATIONS
Mayor Cafagna presented a Proclamation entitled, "Up With People Week - September 21
through 27, 1999" to Mary Karscig, President of the Poway Center Foundation and the Up
With People Advance Team of Sharon Francis (Massachusetts) and Annette Roberts
(Colorado), Event Coordinators and Roel Bryon (Belgium) and Kristina Rambach
(Germany), Student Members.
PUBLIC ORAL COMMUNICATIONS
Mayor Cafagna explained the procedure for Public Oral Communications. The following
people were present wishing to speak:

Vincent T. Ulicny, 13110 Alpine Drive, Space 222, presented Council with a video and
spoke regarding speeding in the Poway Royal Estates Mobil Home Park.
Jodimarie Stambaugh, 13813 Olive Park Place, representing the Poway Chamber of
Commerce, thanked the Council and staff for their assistance and support in making
Poway Days a success.
CONSENT CALENDAR
Motion by Councilmemnber Higginson, seconded by Councilmember Rexford, to
approve the Consent Calendar as follows:
Ratification of Warrant Register for the period of August 30 to September 3,
1999. (401-10)
Adoption of Resolution No. 99-075 - Establishing Stop Controls on First
American Way at Danielson Street. (1160-01 )
Extension of Exclusive Right to Negotiate Agreement with Old Poway Village
LLC, for the Purchase of Property Owned by the Redevelopment Agency (APNs
317-193-39, 40, 41; 314-220-02, 03; and 314-202-42). (602-01 #284R)
Motion carried 3-0 with Deputy Mayor Emery and Councilmember Goldby absent.

REQUEST FOR PROPOSAL
CITY HALL EXPANSION
Staff report by City Manager Bowersox. The temporary modular buildings at City Hall are
approaching their maximum effective life. Staff is recommending that a design consultant
be retained by the City to complete a space analysis and conceptual design for the
construction of an expansion to the existing City Hall structure.
There was no one present wishing to speak.
Motion by Councilmember Higginson, seconded by Councilmember Rexford, to authorize
staff to issue a Request for Proposal to retain a consultant to conduct a space analysis.
Motion carried 3-0 with Deputy Mayor Emery and Councilmember Goldby absent.

Councilmember Higginson requested a status report on the strategies for improving
traffic safety near Poway High School.
Councilmember Rex'ford thanked Sheriff's Captain Tenwolde for his assistance in
obtaining the Megan's Law CD permanently at the Poway Sheriff's Station.
ADJOURNMENT
Mayor Cafagna adjourned the meeting at 7:25 p.m. on motion by Councilmember Rexford,
seconded by Councilmember Higginson, with Deputy Mayor Emery and Councilmember
Goldby absent.
